南都讯 记者易海军 深圳“禁摩限电”目前已经进入第三周，执法行动依然持续。昨日，深圳交警在全市重点区域展开查处，虽然这些区域非法拉客电动自行车已不见大规模聚集，但昨天的执法行动仍查扣了非法营运三轮车、摩托车、电动自行车共计1001辆，拘留无证78人。而外卖行业的超标电动车，也被列入执法对象范围内。
重点区域未现聚集拉客
昨日，深圳交警再次在全市地铁口、公交站点、口岸、商业繁华路段等重点区域开展源头治理，对该类区域聚集的非法拉客电动自行车展开查处。据口岸交警大队副中队长林贵忠介绍，以福强新洲路路口为例，这一带原本是电动自行车的重灾区，在早晚高峰时段，电动自行车更是“见缝插针”地交织在车流中。昨日早上9时许，该区域已不见电动车大规模聚集非法拉客。
昨日上午，深圳交警在重点区域持续开展禁摩限电整治行动，林贵忠表示，现场查处的车辆主要是一些非法营运兜客拉客的电动车，此外还有部分超标电动车。“行动第一周时，一上午可以查到30多辆，经过近三周时间的整治，效果比较明显，今天上午查扣车辆只有8辆”，林贵忠表示，被查扣的所有电动自行车，都将严格按照交通法规处理。
不过，现场依然有人顶风拉客。昨日上午，一辆电动自行车兜客后在机动车道上行驶，途中被交警查扣，驾驶人曾师傅解释，“我知道全市在搞禁摩限电行动，但平时没什么事做，只能来开车拉客，拉一次3公里左右收5元，一个月赚个3000元左右。”随后，交警对其作出扣留电动车，并处2000元罚款的处罚。
“餐饮外卖多为短途运送”
昨日执法现场，一名某团购网站送外卖的小哥，因驾驶超标电动车，在福强路西往东方向的机动车道上行驶，被执勤民警查扣。据外卖小哥反映，其所在公司在深圳有近1000名员工，大部分骑此类电动自行车送餐。“送外卖每单的直线距离在3公里左右，最多不超过5公里，驾驶电动自行车送餐是因为效率高”。
不过，现场执法民警表示，餐饮外卖行业多为短途运送，需使用自行车遵规行驶。值得注意的是，据深圳交警此前公布，深圳可申请电动自行车配额指标的特殊行业，是指本市范围内从事公共设施抢修、邮政(含报刊投递)、快递等行业及运送桶装饮用水、瓶装燃气等关乎民生的单位。而餐饮外卖并不在该范畴内，这意味着深圳餐饮外卖被禁止使用电动车进行配送。
