中新社北京4月7日电  (叶秋曈)中国外交部发言人陆慷在7日的例行记者会上答记者问时表示，因非洲有关国家受厄尔尼诺影响，中方正根据有关受灾国家要求加紧落实向其提供的紧急粮食援助，切实缓解有关非洲国家的燃眉之急。
　　有记者问，近期，非盟和安会召开会议，非盟和非洲多个国家均表示，厄尔尼诺现象对非洲影响日益扩大，呼吁国际社会积极向非紧急提供援助。中方是否会回应非方诉求，向非洲提供救灾援助？
　　陆慷回应称，中国是非洲国家真诚友好的合作伙伴。中方高度关注非洲多个国家受厄尔尼诺现象影响导致粮食歉收、民众面临饥荒问题。习近平主席在去年12月中非合作论坛约翰内斯堡峰会上宣布，中方将向非洲受灾国家提供10亿元人民币紧急粮食援助。中方正在根据非方要求，加紧落实，切实缓解有关非洲国家的燃眉之急。
　　陆慷说，中国有句话，授人以鱼更要授人以渔。习近平主席在峰会上提出以加快非洲工业化和农业现代化为核心的中非“十大合作计划”，主要目的之一就是支持非洲国家发展农业，建立粮食安全保障体系，提升粮食生产能力和农产品附加值，实现自主可持续发展。
