因此，为了提醒那些将老年人送到养老机构照料的家庭成员，不能一送了之，而是要经常探望，给予精神上的慰藉，《条例》特别规定，对于入住养老机构的老年人，家庭成员应当经常探望；对长时间未探望老年人的家庭成员，养老机构可以提出建议，督促其前往探望。
最近，市政府发展研究中心已经向社会公开招标课题，开展家庭养老责任实现途径的专题研究。有关部门正在开展专项调研，健全老年维权网络。

在2013年10月和2014年10月，上海市司法局分别开展了为期一个月的“两免”公益法律服务活动，为年满80周岁的老人免费办理遗嘱公证，为年满60周岁的老人免费办理遗嘱保管。
