  新政:最低交税11.9% 奶粉等商品价格看涨


  3月24日,国家财政部等三部委联合发通知,4月8日起,跨境电商执行税收新政策。受此次税收新政影响,不少进口商品价格看涨,食品、母婴类商品首当其冲。


  以进口奶粉为例,按照原来的算法,只要交易额低于500元即可免税,超过500元后按照10%征行邮税。但目前要征收11.9%(传统贸易增值税为17%,17%*70%约11.9%)的增值税。


  因为食品、母婴类商品,其单价大部分低于500元,所以整体来看,这类商品税率增加。当然,也有部分商品在税收新政实施后,反而更便宜了,例如原行邮税率较高的3C电器类、个人洗护类商品;再如本身就不用缴纳消费税的进口服饰,过去按照20%征收行邮税,新政后,税率则降低了8.1%。


  根据税收新政,跨境电商零售进口商品,个人年度交易限制为20000元,单次交易限制为2000元,超出限制则按照一般贸易全额征税。虽然在限额内免关税并且税收打折扣,但理论上,海淘一件商品仍需缴纳增值税和消费税,所以最低得交税11.9%。这意味着原来免税商品彻底消失。


  另外,每年20000元交易限制额度,也并不适合所有人。经常海淘的詹女士对中新网表示,因为孩子尚小,她需要经常买进口奶粉和一些母婴用品,一年20000元的额度明显不够用。


  中国电子商务协会研究中心专家委员唐兴通接受中新网采访时表示,交易额的限制对海淘价值较大的奢侈品带来不利影响,国内这部分的购买力会遭到抑制。


  在跨境电商税收新政实施的同时,行邮税也做了调整,分为3档,税率分别为15%、30%、60%。原来为4档税率,分别为10%、20%、30%和50%。


  个人代购或难翻身


  对于此次跨境电商税改,消费者将有何感受呢?唐兴通认为,对追求品牌信誉度的消费者来说,税收新政对其影响不大,因为他们海淘一个主要动机就是为了保真,只要商品提价不是太明显,他们依然会选择海淘。


  不过唐兴通还表示,一些对价格敏感的消费者可能会将视线转回至国内品牌,这对提振国家内需,推动供给侧改革有帮助,同时对国内品牌也是一种保护。


  据税收新政显示,不属于跨境电商零售进口的个人物品以及无法提供交易、支付、物流等电子信息的跨境电子商务零售进口商品,按现行规定执行。所以有分析指出,这对不经过跨境电商的个人代购模式影响不大。


  也有观点认为,随着跨境电商税改的落地,一些税率增长较大的商品(如奶粉、零食等),个人代购会卷土重来。


  丰趣海淘CEO任晓煜接受中新网采访时表示,个人代购兴起于海淘发展初期,随着跨境电商平台的成长,其受到了打压,“它本来就是小规模的个人行为,其购物体验和信誉度难和平台相比,即便税收新政实施后,个人代购也难死灰复燃。”


  唐兴通对此表示,这主要得看个人代购的利润空间,后续发展情况有待时间检验。“不过,如果税收新政实施的同时,海关检查趋严,个人代购必难翻身。”

  税率上企业难再“做手脚”


  关于此次税改对企业的影响,唐兴通认为,行业内肯定会出现动态变化,一些企业的利润空间也会遭到压缩。“但对于资金流充足的跨境电商企业,此次税改不足以对其造成影响。”


  京东全球购相关负责人接受中新网采访时表示,此次税改从操作层面大大降低了京东系统成本和运营成本,政策的稳定性也为业务的稳步发展提供了保障。“当然,税改实施后,京东全球购会优化各品类的业务架构,对于税改后优势不明显的品类,将做适当调整。”


  专注于母婴市场的跨境电商平台蜜芽CEO刘楠日前对中新网表示,跨境电商价值核心在于效率和贸易全球化,而非免税价差,所以跨境电商在税收方面也不应该例外。“此次税改是把跨境电商未来的不确定性,大部分打消,这对行业来说是一个特别好的政策。”


  任晓煜持有类似观点,他表示,税收新政的实施,是在法律层面对跨境电商这种新兴商业形式的一种认为,同时规范了这个行业,营造了一种公平竞争的市场环境。


  “当然这也会对一些企业造成影响,尤其是那些不规范的跨境电商平台,受到的冲击将会很大。”任晓煜说道,“相信很快,一些靠在税率上‘做手脚’的企业就会面临出局或者被迫改变商业模式。”


  据了解,原来跨境电商领域,不少企业采用“大包拆小包”的方式满足免税条件。新政实施后,这种“伎俩”不再适用。


  应对:母婴电商相继开展新动作
