云南兰坪县政府被指强制捐款 官方：无强制之意
中新网昆明4月8日电  (记者 胡远航)针对网曝云南省怒江州兰坪县政府要求所有在职公职人员给县慈善基金捐款一事，该县政府新闻办8日下午回应称：网传文件为少数组织募捐的工作人员简单理解的信息；捐赠是自愿自觉的个体行为，绝无强制之意。
　　近日，有网友爆料称，云南省怒江州兰坪县政府发文要求所有在职公职人员给县慈善基金捐款。网传的名为《兰坪县慈善基金募捐动员大会精神》称，3月，兰坪县人民政府召开慈善基金募捐大会，动员全县力争筹集慈善资金母本2000万元。2017年开始，每年到账慈善资金500万元以上。并按行政级别规定捐款标准，最高每人需捐2000元以上，最低300元，仅临时工可以自愿捐款。募捐活动在4月10日前结束，还规定每年的9月5日为捐赠日。
　　该事被曝光后，引发热议。不少网友表示，行政逼捐，在某种程度上是赤裸裸的抢劫。而此前，在全国两会上表决通过的慈善法草案，已明令禁止强制摊派募捐。
　　兰坪县政府新闻办在接受中新网记者采访时回应称，3月7日上午，该县县委、政府召开联席会议，专题研讨兰坪县慈善基金会相关事宜。该基金会定于3月底成立，筹集基金主要用于贫困家庭就学、就医和因各类灾害导致家庭贫困的救助。会议明确，捐款采取自愿的方式进行，县财政每年要安排50—100万元作为慈善基金。
　　兰坪县政府新闻办表示，对于网络媒体发布关于捐款情况的一些图文，应是少数组织募捐的工作人员简单理解的募捐精神。新闻办声明，捐赠是自愿自觉的个体行为，绝无强制之意。
　　兰坪县政府新闻办同时对社会舆论监督表示感谢，称将督促兰坪改进相关工作，让兰坪的慈善事业健康发展。
