潘伟彪 资料图 官员辞职，十八大以来不新鲜了。廉政君最近看到关于东莞市卫计局副局长潘伟彪辞职的报道，第一反应是又一个做出了自己的选择。
但细读下来，就有意思了。这名副局长辞职后，没有挪窝，就在东莞市最繁忙的民营医院之一，东华医院找了个工作，任院长。
廉政君不禁心里一嘀咕，这似乎有违相关法律和纪律吧？
涉嫌违反《公务员法》
就此，廉政君联系了东莞市纪委，其新闻发言人称，需要了解相关情况才能答复。不过，一直到截稿，回复也没有等到。
廉政君只得咨询一名省纪委案件审理室主任。对方看了相关报道后，说由于这不是他管理职责范围内的事，以私人身份回复建议，这事涉嫌违反《公务员法》。
《公务员法》第一百零二第规定，“公务员辞去公职或者退休的，原系领导成员的公务员在离职三年内，其他公务员在离职两年内，不得到与原工作业务直接相关的企业或者其他营利性组织任职，不得从事与原工作业务直接相关的营利性活动。”
潘伟彪原系东莞市卫计局副局长，是领导成员的公务员，东华医院是东莞市卫计局管理和服务的对象，又是经营性组织，与其原任职务及工作有关联。潘某某辞职后到该医院任院长，明显违儿了《公务员法》的禁止规定。
党纪更严格。辞职三年内，在原任职务管辖的地区和业务范围外的企业兼职、任职的，都要获得同意才行。

廉政君又梳理了下2014年以来，公开报道的辞职官员去向，见下图：
这里面，2014年辞职的霍山县原副县长潘家东，与潘伟彪如出一辙——辞职后到霍山县医院任职；杭州市金融办原党组书记、副主任俞胜法辞职后，加入杭州的一家金融机构蚂蚁金服，同样让一些网友质疑……
这只是公开了的，没有公开的也不少。广州日报曾梳理了11名“下海”官员任职情况，得出结论：大多与离职前在政府系统内长期从事的工作内容有一定关联性。其中，出身自城建系统（或分管城建口）的8人全部选择进入房地产企业或建筑工程公司。
这样的任职，不排除也不能避免利用原职务影响或者形成的各种关系，为现在公司谋利，从而易于产生腐败和不正当竞争。
辞职官员的“县委书记”
事实上相似的案例真有。一名官员告诉廉政君，他们县几年前处分了一些领导干部，比如这个局局长、那个委主任之类的。处分之后，这些官员习惯性地错误认为“政治生命结束了”，就开始想退路。
刚好当地一个做房地产的老板盯上了这些人，出高薪招揽。有多高呢？在一个县里足以让人茶余饭后品味很久——给一辆奥迪，再加年薪50万元以上。慢慢地，他招揽了四五个辞职的被处分干部，都是局长级的，坊间就笑谈说该老板是辞职官员的“县委书记”。得益于这些辞职官员，这个老板几乎垄断了当地的房地产市场。
官员辞职下海是一种正常现象，至少表明现在社会多元化了，其他行业同样能成就人生。但下海是好事，相关监督管理应更规范。
本刊几年前就提出，应针对领导干部离职后的行为约束出台专门的制度规定，要求领导干部在辞职时必须向单位报告本人去向，一定期限内须定期向原单位报告个人有关事项，包括从业、收入、财产、家庭成员情况等，并对与政府可能相关的重大经济事项进行利益声明。
