　　应中华人民共和国主席习近平邀请，瑞士联邦主席约翰·施奈德－阿曼于2016年4月7日至9日对中华人民共和国进行国事访问。

　　双方就中瑞关系、各领域合作以及共同关心的国际和地区问题深入交换意见，达成广泛共识。

　　双方一致认为，自1950年9月14日中瑞建交以来，在双方共同努力下，中瑞关系取得了长足发展，政治互信不断加深，政治、经贸、金融、科 技、人文等领域合作持续增强。在两国关系发展过程中，中瑞携手培育了“平等、创新、共赢”的中瑞合作精神。2007年双方签署的《中瑞关于加强对话与合作 的谅解备忘录》是一个重要体现。现在双方已有20多个对话机制，涵盖广泛议题。中瑞自贸协定签署、生效是双边关系深化与发展的又一重要里程碑。此外，中瑞 关系的高质量也对促进中欧合作发挥了示范作用。

　　继续深化中瑞合作仍有巨大潜力。未来双方将致力于深化开拓创新合作，这符合两国和两国人民的根本利益，有利于促进两国的共同发展和繁荣，具有长远和战略意义。鉴此，双方决定建立“创新战略伙伴关系”。

　　“创新战略伙伴关系”是对中瑞双边关系具有丰富而深刻内涵以及重要意义的肯定。开拓创新精神是中瑞关系发展的突出特点。本着该精神确保双边关系长远、深入发展符合两国的战略利益。双方应按照战略伙伴关系的原则，以相互尊重和平等相待为基础发展这一关系。

　　为此，中瑞双方决定采取下列举措：

　　一、加强中瑞高层往来，就双边关系和共同关心的国际和地区问题保持沟通，不断扩大共识，巩固和深化政治互信。

　　二、加深对彼此发展道路的理解，照顾对方核心利益。中方肯定瑞士中立政策在应对国际危机中所发挥的积极作用。瑞方重申坚持奉行一个中国政策。

　　三、2014年7月起生效的中瑞自由贸易协定将中瑞经贸关系提升到新阶段。双方对协定实施以来中瑞贸易关系持续深化表示赞赏。为推动协定深入 实施，双方将在包括海关领域合作在内的良好机构合作框架下，为用好贸易优惠措施进一步提供便利，发挥中瑞自贸区联委会作用，继续深入推进协定的实施。

　　四、中瑞金融领域合作不断推进。双方支持苏黎世人民币离岸市场建设，深化双边金融领域合作。此外，双方还将建立其他交流机制，并加强在高级金融管理专业人才培训领域的合作。

　　五、中瑞于1989年签署了科技合作协定。该协定生效后，双方从基础科研到科技创新等全领域合作取得了显著成效，已达到较高水平。双方还建立 了中瑞科技合作联合工作组机制，定期对话，评估交流成果。该机制将为中国创新驱动发展战略和瑞士创新优势对接提供平台。共同提升创新能力，支持并积极推动 两国企业、高校和科研机构开展创新合作。

　　六、双方积极评价在节能环保领域业已存在的紧密合作，愿在大气污染防治、城市低碳发展和绿色消费，以及提高能效和推广可再生能源等重点领域加强合作。两国也积极地共同致力于可持续发展。

　　七、积极开展形式多样的人文交流。双方将通过文化、教育、旅游、卫生、体育、青年领域合作继续加强两国人民间的交往。瑞方重申支持中国主办2022年冬奥会。

　　八、双方同意，本着平等和相互尊重的精神，就人权问题加强交流，共同进步。

　　九、双方着眼于“一带一路”倡议，在亚洲基础设施投资银行、欧洲复兴开发银行等框架内深入开展合作，加强在基础设施领域开展三方合作。

　　十、瑞方支持中方主办2016年二十国集团杭州峰会。中方已邀请瑞士参加相关活动，欢迎瑞士在二十国集团财金渠道工作中和二十国集团反腐工作组中发挥积极和建设性作用。

　　十一、双方愿深化在联合国、国际货币基金组织和世界贸易组织等国际和地区机构中的沟通合作，共同维护和促进地区和世界繁荣稳定。

　　十二、双方就地区性议题进行定期沟通，扩大合作。双方积极评价中国－中东欧国家(16+1)合作，认为它有力促进了中欧关系的发展，中方对瑞方希作为观察员参与中国－中东欧国家合作表示欢迎。(完)
