　　三江源国家公园范围包括青海可可西里国家级自然保护区，以及三江源国家级自然保护区的扎陵湖、鄂陵湖、星星海等地，园区总面积12.31万平方 公里。根据部署，青海将以“一年夯实基础工作，两年完成试点任务”为目标推进工作，最终于5年内将园区打造成经济社会持续发展、人与自然和谐相处的生态文 明先行区，为全国同类地区提供示范。

　　据介绍，位于青海省南部的三江源地区是长江、黄河、澜沧江的发源地，也是亚洲最重要的生态安全屏障和全球最敏感的气候启动区之一。上世纪末，人 类牲畜活动加剧和气候变化等因素使这一地区草原、湖泊、冰川等生态系统发生退化。为此，国家于2005年建立三江源自然保护区，10年来累计投入的资金接 近90亿元，近10万牧民搬离了草原，超过70万户农牧民主动减少了牲畜养殖数量。

　　“经过10年保护，三江源地区生态退化趋势得到初步遏制。水资源量增加近80亿立方米，草地产草量整体提高了30%。”青海省三江源生态保护和建设办公室主任李晓南说，但目前仍存在社会保护参与度不高、牧民增收渠道狭窄，政府各部门权责不清、职能交叉等问题。
