4月5日晚上10时许，东城分局治安支队第二战训大队民警接到线索，在朝阳门桥桥东附近有一辆可疑车辆，民警怀疑车内人员正在操作伪基站设备发送垃圾短信。

4月5日晚11点多，治安支队民警将嫌疑人移交给东直门派出所。经调查，嫌疑人刘某是吉林人，名下有几辆京牌车辆，日常以“背户”、为他人消除驾照扣分为生。
刘某供述称，他是花乡二手车市场的车贩子，去年年底，他在工体收到了伪基站发送的垃圾短信，后来他和发送短信的人取得联系，从该人处花了1万5千元购买了伪基站的设备。
刘某称，其购买伪基站设备发送短信，是为了招揽客源。他每星期都会出来两次用伪基站发送垃圾短信。每次发送短信的地点不固定，一般会选择人多的地点。
据战训大队陈队长介绍，今年3月份，他们发现有倒卖专家号的垃圾短信出现在协和医院附近，经过一段时间侦查，战训大队会同相关部门开展了一次集中清整工作，肃清了医院周边的伪基站。4月5日，在朝阳门桥桥东抓获刘某的当天，东城分局民警还在蒋宅口、环球贸易中心附近查获5名使用伪基站发送垃圾短信的嫌疑人。据查，这些嫌疑人发送的垃圾短信涉及销售假发票、刻印假印章、售卖京牌等内容。目前，该6人因涉嫌破坏公用电信设施罪已被东城警方刑事拘留。

为有效提升对伪基站打击清整力度，东城分局和平里派出所认真分析辖区诈骗案件警情特点，专门成立打击“伪基站”违法犯罪行动小组，建立专班定期汇总分析相关线索，确立专人负责涉及伪基站违法犯罪警情接报、侦办工作。工作中，和平里派出所还专门联系北京移动公司，先后聘请到多名通讯工程师到所内开展打击伪基站技能培训，提升民警识别、打击伪基站专业能力。
