　　本报讯 4月初，北部战区首批军事规章目录刚一公布，就在官兵中引起强烈反响，44项军事规章，项项聚焦带兵打仗。大家感慨地说：战区出台的首批军事规章立起了聚焦主战的鲜明导向。

　　组建伊始，北部战区党委就感到：推动主战职能落地生根，关键是建立一整套科学合理、完备可行的规章制度，使物有标准、事有流程、行有规范。他们按照急用先立的原则，结合上级机关立法计划，组织机关围绕战区主战职能，逐类逐项启动建章立制工作。经过反复调研论证，制定了首批44项军事规章。

　　记者翻阅《北部战区军事规章汇编》看到：44项军事规章，横向涵盖气象水文、联合训练、国防动员、战备工作等领域，纵向包括表彰奖励、干部管理、选人用人等方面，项项紧贴主战职能、突出打仗急需。

　　值班参谋段艳辉指着战区3月份联合作战值班上岗培训考核成绩告诉记者，新规章出台后，每名干部都加班加点专攻精练，联合作战军事理论、应急情况处置、作战值班系统操作等课目，人人达标。

　　项项聚焦主战，条条指向打仗。记者跟踪一场国防动员演练想定作业看到，从分析研判情况到形成处置决心，从指挥部队演练到评估行动结果……百余项指控操作，都逐一“过筛子”，反复查短板。据战区领导介绍，北部战区联合作战指挥中心根据《联合作战值班规定》相关要求，几乎每天组织一场演练，不断提升不同席位、每名参谋之间的协同水平，推进联合作战指挥各领域、各环节“血脉相融”。
