记者调查发现，西安移动使用了电信的通信管道和杆路资源，西安电信发现后对这些通信光缆进行了擅自拆除，而这样的纠纷在西安此前已经发生多起。对此，记者采访了陕西省通信管理局相关负责人。截至发稿时间，相关负责人并未给予回复。
移动光缆蹊跷被剪

西安电信新闻中心负责人表示，关于剪光缆的事情，公司层面已知晓。她亦称通信管理部门及公安已介入，且按照中国电信规定，西安电信只接受西安当地媒体采访。
值得关注的是，在西安移动光缆被剪断后，西安移动和西安电信双双下调了宽带资费价格，双方之间的“战火”呈现出升级之势。

记者获悉，在西安电信下调资费后，西安移动也针对兴隆社区用户在4月7日出台新的资费，50M宽带1200元包年，并给用户一年返1200元的话费；20M宽带800元包年并返600元话费。
在兴隆社区驻点的一位西安移动员工表示：“我们不想和电信扯皮了，光缆被剪断之后，公司为兴隆社区重新走了一根线。”
杆路资源纠纷多年
“国家部委有明确要求，路杆资源是特殊资源，需要各大运营商积极共享。”西安移动一位不愿具名的市场管理人士告诉记者，某些公司漠视下属员工通过剪光缆等恶劣手段进行恶性竞争应该被严惩。
但在西安电信一位内部人士看来，被剪的光缆都是架在公司自己的杆路上，这些通信设施的产权和管理权都属于自己，进行清理合乎规定。
实际上，关于通信杆路资源，西安电信和西安移动之间的纠纷从未断过。
2009年4月8日，西安电信就下发了《关于对全市管道杆路资源占用情况进行全面清理的通知》，要求“各维护单位对……管道、杆路资源占用情况……‘拉网式’检查……对于非法占用……立即拆除”。
随后的2009年4月23日，陕西移动向陕西省通信管理局提交了一份关于公司光缆被人为破坏的情况报告。
陕西通信管理局当年7月通报称，西安移动擅自占用西安电信高新路、科技路等20段通信管道及机场路、江村公路等3段杆路的情况基本属实。与此同时，西安电信擅自拆除其他电信运营企业滥用通信线路的行为也违反了相关规定，西安电信被罚款9万元，西安移动被罚款4万元。
2010年12月，陕西通信管理局又发布报告，对西安电信在8月报告公司通信管道被继续占用作出回应，西安电信被罚款5万元。在电信基础设施共建共享的基础上，陕西通信管理局还要求各运营商不得以设备整治和清理资产等理由人为破坏通信设施，不得利用技术手段破坏互联互通。
但这样的文件，在现实中似乎并没有起到作用，西安市场的运营商光缆被剪事件仍屡有发生。
2015年6月，位于西安市经开区的韵通网络光缆被剪，导致小区内8栋楼的435户断网，当时的办案民警确认，剪光缆者为电信员工。中国联通曲江分公司在龙湖紫都城小区的光缆被人为剪断。2015年7月，韵通公司在西安北郊的机房光缆又一次被剪，导致小区内8栋楼的435户断网。
用剪光缆来解决问题，更直接暴露出中国通信市场无序竞争、恶性竞争的混乱局面。
“共享意味着固有利益将被撼动，为了垄断格局不被打破，不难理解某些公司为什么要采用剪线等低劣手段。”前述西安移动市场管理人士感叹称，通信杆路资源有限，每个企业都来建设会造成大量的资源浪费。不仅如此，现在居民意识提高，要想在一些地方开挖建杆特别困难。
2014年7月，中国铁塔股份有限公司成立，该公司成立的目的就是为减少电信行业内铁塔以及相关基础设施的重复建设，进一步提高电信基础设施共建共享水平。但该公司成立近两年，各大运营商的基础设施纠纷仍屡见不鲜。
“通信资源共享是个老问题，类似冲突各地也普遍存在。”电信行业分析师付亮告诉记者，建议制定相关政策、规划，促进一些通信资源的强制共享。另外，出台《电信法》等相关法律法规，为“十三五”期间的行业发展提供法律保障。他亦认为虽然铁塔公司成立，但是对于具体的业务，仍是由几家运营商各自负责，因此整合工作没有体现在实际操作中，铁塔公司未能有效实现设立之初的预期目标。
