春江镇村民刘华兴说，2015年1月，连续多天晚上都有渣土车进村，直接将土方倒在田地上。他报警，有关人员来取样后，至今未有答复。
刘华兴出具的报警证明显示，1月9号19时59分21秒，“报警人称运土的车辆进工地卸土，车上很浓的农药味，报警人觉得很可疑。后百丈派出所前往处警。”
实际上，对于不明来历的“臭土”当地环保部门已经将情况上报。刘华兴所在的春江镇和滨江经济开发区属“区镇合一”，2015年3月15号，上级新北区环保局给滨江经济开发区环安局的一份《关于S122省道倾倒工程土方的复函》显示：“经现场调查，你局发现的被倾倒在S122省道工地的工程土方，来自‘三江口地块土壤修复工地’”。这个所谓‘三江口地块’，正是常外附近的原常隆化工地块。春江镇副镇长、常州滨江经济开发区环安局局长孙国栋也予以确认，原常隆化工地块土壤确实部分被倾倒于刘华兴所指认区域。
新北区环保局的复函称“记录显示，被倾倒在S122省道工地的工程土方，是非污染土方。”那么，附近的村民是否受到这些“外来土方”的影响?
春江镇村民刘华兴家的两个鱼塘，加起来有十五亩左右，距离臭土只有一两百米。他说，去年夏天，一场大雨过后，臭土上的水，顺着田埂流到了自家的鱼塘里，随后全部鱼虾死亡。“两个塘加起来，当时六七月份，虾子死了六七百斤，损失没有人给我。”刘华兴说。
“臭土”附近的多个养殖户，饲养的动物都离奇死亡。河头村58岁的村民张小伟，在离堆土的河渠约几十米处养着羊、兔、狗六种动物，都有不同程度的损失。在他家的鱼塘边，还飘着几只死狗的尸体。
张小伟告诉记者，“死了25条狗，一共38条，兔子死了二十只，鸡死了十几只。狗要到那里去喝水的啊，前天还有死掉的。”
附近的村民张国平说，今年3月，由于鱼塘缺水，他抽了三十米下的地下水上来，结果八千块的鳊鱼、鲫鱼、草鱼，全都没能存活。“去年年底，一直死到今年阴历2月多，天天死，死了四十五天左右。”记者注意到，附近有村民种植小麦，目测没有异样。村民徐小根说，附近还有零星死鸟尸体。村民无法证明原常隆地块土壤运来之后，动物的死亡与之是否有关，但很多人已经不再养殖。
新北区环保局称，当时现场对倾倒的工程土方采样三份，并委托常州市环科院送样监测。监测结果显示，外运土壤作为S122省道路基填土是可行的。
此外，S122省道沿线仍有两处村民反映称，有疑似原常隆地块土壤运来，但尚未被环保部门证实。
周六下午，两位新北区环保局的工作人员在滨江经济开发区环安局对化工土壤倾倒事件进行调查，他们拒绝向记者透露更多。
新北区环保局出具的原常隆化工地块修复工程的环评报告显示，“该地块原有遗留的工业固废约3475t”。常州市近日回应称，“附近原化工企业没有发现大规模填埋危废”。那么，这些危废去了哪?
据常州市环科院院长徐圃青介绍说，对原常隆地块的污染土壤原本采取的是异地修复的方式，即将污染土壤运输到水泥厂进行加工修复，即然这样为何原常隆地块的土又被倾倒在农田旁?这些土是否经过处理?会对周围产生影响吗?
上周以来，常州市除了4月18日的回应《对环境污染"零容忍"：常州政府连夜成立调查组》外，尚无最新的情况发布。常州外国语学校官网开设了“土壤修复”专栏，显示《常隆地块修复工程空气异味应急处置方案》通过评审后一个月，今年2月15号，该地块的土壤修复工程就通过了验收。
昨天，常州外国语学校初一初二年级补课，下午放学，八年级五班的一位男生告诉记者，他们班同学都来上课了，有些班级学生没到全。这位同学“寒假里体检了一次，有淋巴结肿大，”准备过段时间再去体检一次。
家长们自发统计截止4月20号常外学生体检异常561人，校方尚未对该数据表态，也未出台对所有学生进行体检的计划。一位家长说，孩子“爱校如家”，强烈要求来上课，他们也没办法。
