  新京报快讯 (记者邓琦)今天上午,环保部部长陈吉宁向全国人大常委会作《国务院关于2015年度环境状况和环境保护目标完成情况的报告》时表示,去年全国338个地级及以上城市,细颗粒物(PM2.5)年均浓度50微克/立方米,超标42.9%。


  为何只覆盖338个城市?据悉,2012年,环境空气质量新标准发布,增加了PM2.5监测值。针对全新的空气质量监测要求,环保部将实施新标准监测分为“三步走”,并针对三个阶段发布了具体的监测方案。


  第一阶段即在京津冀、长三角、珠三角等重点区域以及直辖市和省会城市和计划单列市(74个)中,开展针对新增指标PM2.5、一氧化碳、臭氧等项目的监测。随后,第二阶段增加了国家环保重点城市、模范城市在内的共百余个城市,包括大同、三亚等。第三阶段即在除第一、二阶段已实施城市以外的所有地级及以上城市,包括177个地级及以上城市,共552个国控城市空气质量监测点位。


  经过三个阶段的建设,从2015年1月1日起,全国338个地级及以上城市共1436个监测点位,全部开展空气质量新标准监测。


  PM2.5年均浓度50微克/立方米、超标42.9%,意味着什么?根据环境空气质量最新标准,年平均值,指一个日历年内各日平均浓度的算术平均值。针对PM2.5年平均值,国家一级浓度限值为15微克/立方米,二级浓度限值为35微克/立方米。其中,一级浓度限值适用于一类区(自然保护区、风景名胜区和其他需要特殊保护的区域);二级浓度限值适用于二类区(居住区、商业交通居民混合区、文化区、工业区和农村地区)。


  超标42.9%,对比的即是国标中二级浓度限值35微克/立方米。以北京为例,北京去年PM2.5年均浓度为80.6微克/立方米,超过国标35微克/立方米130%。另外,就算北京“十三五”时期达到PM2.5年均浓度比2015年下降15%的目标,仍不能达到国家标准。


  环保专家介绍,环境空气质量标准,是基于空气质量对人体健康影响等因素考虑而制定的,超过国家标准越多,对人体健康的影响就越大。不过,达到了国标也不意味着对人体健康没有影响,只是影响更为降低。他表示,国家标准的阶段值,跟经济社会发展的阶段相关。


  北京市环保局曾表示,北京目前正在制定到2030年的远期环保规划,预计今年底或明年初制定完成。到2030年左右,北京PM2.5年均浓度应该能达到35微克/立方米的国家标准值。
