外交部回应朝鲜弹道导弹问题：安理会有明确规定

　　中新网4月25日电 外交部发言人华春莹今天在外交部例行记者会上回应了朝鲜弹道导弹问题，她表示，关于这个问题，联合国安理会有明确规定，自己不是这方面的专家，无法作出具体评论。而关于对朝制裁，华春莹指出，中方愿同各方一道，全面、完整地执行安理会决议。同时，中方一贯认为，制裁本身并非一剂万能良药，不能从根本上解决问题。

　　外交部例行记者会有关内容如下：

　　问：第一个问题，请介绍俄罗斯外长访华具体日程和主要议题。第二个问题，朝鲜22日宣布成功发射1枚潜射弹道导弹。中方是否监测到朝方有关举动？对此有何反应？

　　答：拉夫罗夫外长将于4月28日至29日来华出席亚信第五次外长会并对中国进行正式访问。访华期间，中国国家领导人将会见，王毅外长将与拉夫罗夫外长举行会谈，重点就普京总统访华筹备工作对表，就共同关心的国际和地区问题深入交换意见。

　　中俄互为全面战略协作伙伴，同为联合国安理会常任理事国和主要新兴市场国家，两国关系成熟、稳定、牢固。面对当前复杂多变的国际地区形势，双方有意愿继续保持密切的高层交往，致力于把高水平的政治关系优势转化为更多务实合作和国际合作成果，推动两国关系继续保持高水平运行，共同促进地区及世界的和平、安全与稳定。

　　关于朝鲜弹道导弹问题，安理会决议有明确规定。希望有关方切实遵守安理会决议，避免采取导致紧张局势进一步升级的举动。

　　问：有分析认为，此次朝鲜发射潜射弹道导弹，表明其制导技术取得了进展。你对此有何评论？

　　答：我不是这方面的专家，无法作出具体评论。我刚才已经指出，关于朝鲜弹道导弹问题，联合国安理会有明确规定。我们希望有关方能切实遵守安理会决议。

　　问：美国总统奥巴马日前表示，联合国安理会通过涉朝制裁决议后，美方已同中国合作对朝施压，但仍未达到美方所期望的程度。有分析认为，其言下之意是中国应加大对朝施压力度。你对此有何评论？

　　答：中方同包括美方在内的有关各方保持着沟通。我们认为，各方在全面、完整执行安理会有关决议的同时，也要考虑朝核问题的复杂性，应该标本兼治、综合施策，积极寻求加强沟通，为重返通过对话协商和平解决有关问题的正确轨道做出建设性努力。

　　关于对朝制裁，我刚才已经指出，中方愿同各方一道，全面、完整地执行安理会决议。同时，中方一贯认为，制裁本身并非一剂万能良药，不能从根本上解决问题。我们已经做了我们该做的努力，希望其他各方也能真正从有助于推动朝核问题彻底解决的大局出发，采取建设性的、负责任的态度，推动各方尽快重返通过对话协商解决问题的正确轨道。

　　朝鲜半岛和平稳定符合各方利益，也是各方应尽的共同责任，各方都需要为此做出建设性努力。”
