近日,一位新能源车企负责人告诉《每日经济新闻》记者,四部委的调查已进入最后阶段,核查结果有望在4月底公布。

据了解,自去年底,相关部门开启对新能源骗补的调查之后,对行业的影响就在不断发酵。

此前的国务院常务会议上还提出,在新能源整车补贴退坡的同时,将采取“以奖代补”的方式支持动力电池行业,根据动力电池性能、销量等指标对企业给予奖励的新思路。

近日,相关媒体又披露了关于2016~2020年新能源汽车补助指标调整的建议。此前额度较高的新能源客车补贴,可能会大幅下调。

对此,一些业内人士认为,随着骗补事件调查的逐步深入,以及财政补贴的逐年减少,新能源汽车行业必将面临新一轮洗牌,整个产业也将从严重依赖补贴,向市场竞争主导方向转变。

结果或4月底公布

据《每日经济新闻》记者了解,车企骗取新能源补贴的方式主要有两种:一是整车企业全资或参股汽车租赁公司,通过“自产自销”的方式,拿到国家和地方对电动车的补贴;另一种方式,则是由一家汽车租赁运营公司主导,一边采购整车企业的车身,一边与电池企业合作,通过“多采购车身,少采购电池”的方式,从中获取补贴。

虽然骗补事件今年才被曝光,但是相关部委早在去年底就启动了暗访。1月21日,财政部、科技部、工信部、发改委联合下发《关于开展新能源汽车推广应用核查工作的通知》,表示将对新能源汽车推广应用实施情况及财政资金使用管理情况进行专项核查。

3月21日,工信部部长苗圩首度发声,表示已发现一些企业存在新能源车骗补行为。

3月28日,央视就曝光了苏州吉姆西客车制造有限公司的骗补行为。据悉,吉姆西是通过大量虚报合格证后获得牌照,但却无实车交付的方式套取国家补贴。

一位新能源企业负责人表示,目前的调查确实已进入“收网”阶段,只待公布最终结果,“按照原计划,3月底各个地方企业核查完毕,4月初各核查小组写调研报告,4月中下旬核查结果就会出来。”

根据《每日经济新闻》此前的报道,对于骗补的企业,相关部门将严肃处理,甚至存在被吊销生产资质的可能。

倒逼行业洗牌

骗补风波尚未尘埃落定,但其对新能源产业带来的影响已不容小觑。

近日,有媒体披露了《关于2016~ 2020年新能源汽车推广应用财政支持政策的通知》的调整建议。此前被业界认为补贴较高的新能源客车补贴将大幅度调整。即纯电动客车补贴平均降幅或达31.8%,其中,6~8米和8~10米的降幅更是分别达到了45.6%和49.5%。

一位新能源汽车负责人表示,目前我国相关部门的确在对现行的补贴方案进行调整,乘用车的调整幅度并不大,但客车部分确实有大幅调整的可能。

同时,在骗补调查尚未结束,国家政策调整正处于酝酿期间,不少地方性的新能源财政补贴已经出现真空。这也导致终端销售遭遇“滑铁卢”。

数据显示,2015年,6~8米纯电动客车的产量达到了6.6万辆,月均5500辆。但在今年1月,产量急速缩减至1684辆,2月继续缩水至773辆。

不过,上述新能源汽车企业相关负责人表示,“补贴退坡是必然趋势,这将推动企业降成本。对于乘用车企业来说,按照我们目前的初步计算,降成本的速度和退坡的速度基本吻合,压力并不会很大,但对于客车企业来说,压力就会相对较大。”

一位券商分析师向《每日经济新闻》记者表示,今年新能源乘用车市场无疑仍会保持高速增长,但商用车增幅必将大幅放缓。

因此,随着骗补事件最终调查结果出炉,以及补贴调整政策落地,或将倒逼企业进行技术升级,促进行业优胜劣汰。
