【环球时报综合报道】欧盟委员会25日发布报告称，2015年超过2000件危险产品触发“快速预警系统”，而中国是欧盟危险产品的第一大来源国。
欧盟从2003年开始实施“快速预警系统”，如果在一个国家发现危险产品，则迅速向其他国家通报信息，以能够及时采取停止销售、下架、召回、海关部门拒绝进口等相应措施。该系统覆盖欧盟28个成员国以及冰岛、列支敦士登和挪威，“盯防”的产品类型是非食品产品。欧盟委员会每年会发布该系统的年度汇总报告。
根据最新发布的报告，去年共有2072件产品触发该系统的“预警警报”，其中62%的危险产品来自中国。据法国《回声报》报道，该系统2003年启动以来，每年报告的头号危险品来源都是中国。2015年发布的报告显示，前一年有将近2500件商品触发警报，来自中国的占64%。
欧盟主管司法、消费者权益和性别平等的委员朱洛娃25日在新闻发布会上称，“我们目前面临两个挑战：网上购物和预警系统显示出的中国产品的巨大存在”。朱洛娃同时表示，欧盟自2008年就和中国相关部门交换该系统的信息。据介绍，中国收到欧盟通告后，会联系相关生产商或出口商处理问题。截至目前，中国已经跟进1.15万项通告，对3748个案例做出补救措施。
欧盟的最新报告称，玩具和服饰是主要危险产品，分别占27%和17%。产品不合格的首要原因是存在化学风险，其次是可能引发人身伤害。报告还称，网购为危险产品流通提供了便利，也为管理部门从根源上消除危险产品制造了新障碍。现在65%以上的欧洲人从网上购买过产品，欧洲网购人数10年来增长了27%。
北京大学经济学院教授曹和平25日接受《环球时报》采访时表示，中国成为欧盟危险产品最主要来源国有以下两方面原因。第一，中国是欧盟的第一大商品出口国，所以在平均条件下，中国产品的基数大，占比也会比较大。第二，中国出口欧洲的主要是实体类商品。而美国出口的是高级产品，印度则是技术产品，这些产品本来就不太存在有没有毒这一说。
