西部网讯 近年来，严重精神障碍患者肇事案件时有发生。为维护人民群众生命财产安全，避免此类案件再次发生，西安市日前在全国首家出台《西安市易肇事肇祸严重精神障碍患者救治救助和服务管理实施办法(试行)》（以下简称《办法》），从适用对象、筛查登记、监护管理、救治救助、奖惩考核等方面，进一步明确各区县、开发区和市级各相关部门工作职责。
开展严重精神障碍患者全面筛查 组建“管控小组”
《办法》明确，每年春秋两季，全市各区县、开发区对所辖社区村、市级各系统对所辖企事业单位易肇事肇祸严重精神障碍患者开展筛查，及时发现并全面掌握肇事肇祸严重精神障碍患者基本情况。特别要加强对流动人口患者的筛查工作，西安市公安局要将肇事肇祸严重精神障碍患者纳入大情报信息系统，强化流入人员的筛查工作。
目前，今年春季易肇事肇祸严重精神障碍患者筛查管控专项行动已全面展开。
对筛查出的有伤害自身、危害他人安全行为，或者有伤害自身、危害他人安全危险的严重精神障碍患者和疑似患者，由综治部门和公安机关督促其近亲属或所在单位送医疗机构进行精神障碍诊断治疗。
对确诊的易肇事肇祸严重精神障碍患者逐人建立由街镇包村(社区)干部牵头，社区民警、卫生专干、社区村干部、监护人组成的“五人管控小组”，严格落实管控责任。对已经发生、正在发生肇事肇祸行为和有肇事肇祸危险的严重精神障碍患者或疑似患者，由公安机关督促其近亲属或所在单位送医疗机构进行精神障碍诊断治疗，监护人无能力或不送治的，由综治部门协调，公安派出所负责送市级定点医院诊断治疗。
设立市级定点医院 医疗费用“一站式”结算
《办法》确定西安市公安局安康医院和市精神卫生中心为市级定点医院，专门负责收治公安机关送来的已经发生、正在发生肇事肇祸行为和有肇事肇祸危险的严重精神障碍患者或疑似患者。
整合治疗费用结算办法。市级定点医院进一步整合医保合疗报销、残联住院补助和民政低保、低收入家庭救助救济政策，实行医疗费用“一站式”结算。对公安机关送治的患者实行“先行救治、再补手续、其后结算”。患者报销和救助救济后，仍不足部分由市财政专项补助，确保严重精神障碍患者不因贫困得不到救助，不因疏于管理而危害自身和社会。
同时，将易肇事肇祸严重精神障碍患者救治救助和服务管理工作纳入全市社会治安综合治理目标责任进行考核奖惩。对工作不重视、筛查不细致、监管不到位、救治救助不及时的给予通报批评并限期整改；对因责任不落实、失查漏管、推诿扯皮而发生重大案事件的，严格进行责任查究，直至实行社会治安综合治理一票否决；对玩忽职守、失职渎职构成犯罪的，依法追究刑事责任。
