据介绍，2016年，在大气治理方面，将持续实施《大气十条》，在重点区域实行大气污染联防联控。加强重污染天气应对，突出抓好京津冀特别是北京等重点区域的大气治理。着力抓好减少燃煤排放和机动车排放。
2为何听取报告？
新《环保法》赋予监督职责
监督国务院、中央军事委员会、最高人民法院和最高人民检察院的工作，是全国人大常委会的职权之一。但是在2015年以前，“听取并审议国务院关于上一年度全国环境质量状况、环境保护目标完成情况的报告”这一内容，从未出现在人大的年度监督工作计划里，直到今年，新《环保法》启动实施满一年。
在今年3月全国两会的记者发布会上，环保部部长陈吉宁表示，新《环保法》实施一年取得了明显的阶段性成果，而这些成果的取得首先得益于新法在实施中“牵住了牛鼻子”。“这个牛鼻子就是落实地方政府的环境保护责任”，陈吉宁表示，这是新《环保法》第六条的明确规定，“只有落实地方政府的环境保护责任，地方政府守法了，企业才能更好地守法”。
而作为监督地方政府履行环保职责的另一重要约束条款，新《环保法》第27条提出：县级以上人民政府应当每年向本级人民代表大会或者人民代表大会常务委员会报告环境状况和环境保护目标完成情况，对发生的重大环境事件应当及时向本级人民代表大会常务委员会报告，依法接受监督。
这一条款，很快就在全国人大常委会今年的监督工作计划中得以体现。
3做了哪些准备？
提前两个月沟通确定内容
为配合国务院做好此个专项报告，早在两个多月前，十二届全国人大常委会副委员长沈跃跃即向全国人大常委会环资委提出指示，要求环资委提前就报告的结构框架和主要内容等与国务院有关部门加强沟通，为今后例行开展这项工作打下基础。
2月27日，全国人大常委会环资委召开全体会议，提前听取和审议了环保部关于2015年全国环境状况和环保目标完成情况的报告。会上，沈跃跃再次对如何修改和完善报告提出了要求，环资委的组成人员也对进一步修改完善报告提出了意见和建议。会后，环保部会同国务院有关部门，按照此次会议的要求，对报告稿进行了修改完善。
4月6日，国务院办公厅向人大环资委转来了正式报告。9天后，十二届全国人大常委会第六十七次委员长会议召开，会议决定十二届全国人大常委会第二十次会议4月25日至28日在京举行。审议《国务院关于2015年度环境状况和环境保护目标完成情况的报告》被列入此次会议议程（草案）。

境外非政府组织管理法草案提请三审
昨天，提请十二届全国人大常委会第二十次会议进行三审的境外非政府组织境内活动管理法草案，在取得共识的基础上对草案二审稿做了进一步完善。对比草案二审稿，草案三审稿拟明确法律调整范围、删除有关驻在期限规定、适当简化临时活动申请程序等，一系列修改使得具体制度设计更加明确、具体，对境外非政府组织既有规范，也有鼓励和保障。
◎草案亮点
删除部分限制规定
草案三审稿对境外非政府组织在我国境内设立代表机构、驻在期限、招募志愿者和聘用工作人员等方面的规定作出修改，删除了草案二审稿的“限制”内容。
一些常委会组成人员和部门还提出，对境外非政府组织的境内活动，应当加强资金监管，对其招募志愿者和聘用工作人员等可不作限制性规定，按照现行有关法律法规办理即可。草案三审稿采纳了这一意见，删除了相关内容，同时在“活动规范”一章中对境外非政府组织在我国境内活动的资金来源、收付及其账户管理作出严格规定，规定其代表机构的财务会计报告须经审计，并向社会公开。
适度放宽相关限制
草案二审稿中，关于发展会员的规定要求：境外非政府组织代表机构、开展临时活动的境外非政府组织不得在中国境内发展或者变相发展会员。
现实情况是，我国有不少专家、学者都是境外科技类非政府组织的会员，国家也鼓励我国科学家加入有影响力的国际科技类组织，并担任职务。全国人大法律委员会研究后认为，在坚持境外非政府组织代表机构、在境内开展临时活动的境外非政府组织不得发展会员的原则下，允许经国务院批准设立的境外非政府组织分支机构在我国境内发展会员是可行的。

根据国防需要政府可征用民用载具
在全国人大常委会第二十次会议上，国防交通法草案（下称草案）初次被提交审议。草案指出，县级以上人民政府根据国防需要，可以依法征用民用运载工具、交通设施、交通物资等民用交通资源。
据了解，这是党的十八大后第一部国防立法，此前，该领域内只有国务院和中央军委1995年颁布的《国防交通条例》予以规范。但随着经济社会建设的迅猛发展和军队建设和改革的不断深化，国防交通工作出现了许多新情况新问题。
为解决上述问题，原总后勤部等11个部门联合起草了草案送审稿，于2013年4月28日呈报国务院、中央军委，并于2014年8月15日至9月15日向社会公开征求意见。
在此基础上形成的修改稿，经国务院常务会议和中央军委常务会议审议通过，于4月15日提交全国人大常委会审议。
◎草案亮点
该草案共有57条，分为总则、国防交通规划、交通工程设施、民用运载工具、国防运输、国防交通保障、国防交通物资储备等。
根据草案规定，县级以上人民政府根据国防需要，可以依法征用民用运载工具、交通设施、交通物资等民用交通资源。任何组织或者个人都有接受依法征用的义务。
草案指出，任何组织或者个人进行生产和其他活动，不得影响国防交通工程设施的正常使用，不得危及国防交通工程设施的安全。
涉及民用运载工具的部分规定，县级以上人民政府国防交通主管机构应当向民用运载工具登记管理部门和建造、购置人了解需要贯彻国防要求的民用运载工具的建造、购置、使用等情况，有关公民和组织应当予以配合。
