“衡阳县政协原主席彭应龙滥用公款：从棺材木到纸尿裤。”自4月初以来，这则新闻在各大网站刊登。湖南省委巡视办的同志告诉记者，这是省委第九巡视组在该县巡视期间发现并移交的线索，衡阳市纪委迅速进行了组织调查。
据悉，湖南省委第九巡视组是2015年初组建起来的团队，在省委、省纪委的坚强领导下，忠诚履职。在去年的三轮巡视中，发现领导干部涉嫌违纪问题线索87 件，其中涉及省管干部5人、市管干部26人、县市区管干部52人；发现选人用人方面问题线索80余件，推动调整不适合担任现职的领导干部18人，督促处理 违反中央八项规定精神的党员干部110余人……
这一串串数据，凝聚的是巡视组的责任担当，体现的是巡视组敢于亮剑的胆识和魄力！
把纪律和规矩挺在前面——
对抗巡视，一查到底
“欲知平直，则必准绳；欲知方圆，则必规矩”。把纪律和规矩挺在前面，立起来、严起来，执行到位，是全面从严治党的必然要求，也是巡视组始终坚持的基本原则。

时隔不久，又有极个别干部心存侥幸，以各种方式妨碍巡视组工作，严重违反党的政治纪律和政治规矩。在这种大是大非面前，巡视组毫不含糊，坚决处理。
邵阳市双清区副区长毛更鑫、水利局长高海山就是其中一例。
在对双清区巡视期间，某私营企业主举报该区副区长毛更鑫伙同区水利局长高海山违规插手水利项目。毛更鑫为了息事宁人，采取金钱利诱、感情安抚、项目许诺等方式，希望举报人不要向巡视组反映其问题。同时，毛更鑫还请相关人员一起聚餐，商议对策，试图阻挠巡视组调查。
巡视组知情后，迅速周密调查，了解到毛更鑫、高海山违规插手工程的事实，获取了高海山亲自到宾馆送给举报人20万元“封口费”的证据。
根据巡视组移交的问题线索，巡视期间，邵阳市纪委对毛更鑫、高海山进行纪律审查。经查，毛更鑫、高海山不仅存在违反政治纪律，干扰、妨碍巡视工作，而且还 存在收受贿赂、生活作风糜烂等问题。今年3月1日，毛更鑫被开除党籍、开除公职，其涉嫌违法犯罪问题和线索被移送司法机关处理。
坚决切除腐败毒瘤——
反腐无“盲区”，退休不是“避风港”
“大爷，我们是衡阳县委办的，请问县政协主席彭应龙家怎么走？”这是巡视组实地暗访衡阳县政协原主席彭应龙在农村别墅群的一幕。
小到一双袜子、一包卫生纸都用公款报销，大到单笔挪用公款30万；做棺材的杉木，也是索贿得来；儿子想买汽车，彭应龙将公车里程表从7万公里调到26万公 里，以1.4万元卖给儿子，儿子开了3年后，又作价8万元卖给4S店，自己换了新车后，还要司机挨个上各部门收钱作礼……
身为正处级领导干部的彭应龙，在贪污受贿问题上可谓是大小“通吃”。在老家建了2700平方米的别墅群，装修豪华，红木家具等奢侈物品一应俱全。为躲避检查，又蒙上了防护网。
根据巡视组提供的线索，衡阳市纪委对彭应龙进行了组织调查，打破了其靠退休“平安着陆”的美梦。经查实，彭应龙违纪金额高达700多万元。最终，彭应龙被开除党籍、开除公职，并被移送司法机关。
彭应龙为自己退休生活准备的别墅，一天都没有享用，却成为被调查的有力证据；他在用公款购买家具电器，甚至祙子、卫生纸，为自己的新车索取礼金时，高估了自己的“官威和能量”，却低估了巡视组和纪检机关对腐败零容忍的决心。
国土领域一直是省委第九巡视组关注的重点。巡视组进驻湘西自治州后，对该州国土局局长杨正存的反映就接踵而来。杨正存本人也有所警觉，犹如惊弓之鸟，主动 出示书面材料为自己澄清。但巡视组通过缜密摸排，发现其在十八大后还不收手、不收敛，而且一次性收受某个体老板的贿赂超百万元。于是，及时将掌握的问题线 索按程序向省纪委报告，并向湘西自治州纪委移交。州纪委通过内查外调、锁定证据，最终让他知道了纪律高压线的电力。2015年11月23日，杨正存被开除 党籍、开除公职，其涉嫌违法犯罪问题，被移送司法机关处理。
此事在湘西自治州无疑是一颗“重磅炸弹”，百姓纷纷点赞：湘西自治州的“老虎”终于被打了。
紧接着，根据巡视组移送的问题线索，湘西自治州纪委相继查处了州红十字会常务副会长欧天国，州公安局党组副书记、副局长陈思念，吉首市棚户区改造系列案件。
正党风清政风——
纠正“四风”，一寸不让
“四风”问题，关乎人心向背，纠“四风”必须扭住不放，不留缝隙，环环相扣，步步深入，一寸不让。
在邵阳县巡视期间，省委第九巡视组发现，该县以公款预交流量费为由，违规发手机或现金，涉及干部2000多人，违规金额近500万元。随着巡视的推进，发现邵阳市双清区、北塔区同样存在这种现象。最后查实，仅3县区就违规发放金额达1100万元，涉及干部3000多人。
在清理手机流量费的同时，又发现个别县区顶风违纪、乱发津补贴的现象比较突出。如邵阳县156个县直单位违规发放津补贴8205.8万元；城步县144个 部门违规发放488万余元，县政协机关各类补贴多达38种，撰写职责范围内的文稿都发补贴3000元。巡视组对这些现象一一列出了时间表、任务图，要求逐 一整改到位。
通过检查双清区司法局的财务，巡视组发现，2015年1月三名局领导工作日中午参与下属单位干部的生日宴，纪检组长参与喝酒，且餐费公款报销。巡视组将此线索移交给双清区纪委进行处理，该局纪检组长受到党内严重警告处分，并被免职，其他班子成员分别受到党纪处分。
耒阳市公安局某干部上班时间接受异性按摩，湘西州某干部上班时间打麻将，衡阳县某干部上班玩游戏……这些“四风”问题，在巡视组的镜头下都暴露无遗。
据统计，2015年3轮巡视，省委第九巡视组针对“四风”暗访28次，发现问题56起，110多名干部受到党纪政纪处分。
