各地三招整治网约车

记者调查发现,各地对网约车的整治措施主要集中在三个方面:

--清理非本地车牌网约车

记者从广州市交通委获悉,去年以来,交通委4次约谈各网约车平台企业,其中3次要求清理非广州车牌专车。至今年1月底,平台企业披露数据显示,广州地区超过10万辆外地车牌网约车被清理。

就在广州要求平台“下架”优惠后3天,神州专车便推出了“更大的优惠”:充100送100,每个用户最多可充1万元。平台发给用户的信息显示,活动首日充值总额就突破10亿元。而滴滴平台上过去有的打折券等优惠仍然可用。

同时做优步和滴滴的广州司机杨师傅说,哪个平台优惠多,叫车的人一下子就会猛涨,没有优惠,单子就少了。消费者选网约车,最大的吸引力还是优惠,没有了优惠不知道还能不能做得下去。

多方期待“顶层设计”尽快落地网约车定位是关键

不少网约车司机对记者表示,希望尽快出台《网络预约出租汽车经营服务管理暂行办法》,明确网约车的身份。

根据征求意见稿,私家车加入网约车须变更为运营车辆,意味着报废年限会缩短至8年。对此,多位车主表示,如果真的实施可能就不做了。“现在赚点钱,是没把车损算进去,如果6到8年就要换车,那么每年车的成本就要2万元。”

对此,各平台已有所准备。滴滴推出“伙伴创业计划”,个人成为其合约司机。据介绍,滴滴将在北京、广州、深圳等地招募10万名司机。易到等平台企业也都启动了自有车辆计划。

交通运输部相关负责人表示,网约车属于公共交通的一部分,但却是相对高端的公交服务,不是说应该让每个人都能打得起车。公交地铁才是城市公共交通的基本服务,把网约车当成代步工具的定位有问题

交通运输部公路科学研究院公路交通发展研究中心主任虞明远说,规范网约车是必要的,更重要的是解决市民的出行问题,有待建立多层次的公交出行系统,缓解城市交通拥堵,减少环境污染。
