交通运输部相关负责人接受“新华视点”记者采访时表示，网约车应该是相对高端的公交服务，如果把网约车当成基本出行方式，可以说是城市出行工具的定位出了问题，希望管理条例落地越快越好。

各地三招整治网约车

记者调查发现，各地对网约车的整治措施主要集中在三个方面：

--清理非本地车牌网约车。

记者从广州市交通委获悉，去年以来，交通委4次约谈各网约车平台企业，其中3次要求清理非广州车牌专车。至今年1月底，平台企业披露数据显示，广州地区超过10万辆外地车牌网约车被清理。

不少网约车司机对记者表示，希望尽快出台《网络预约出租汽车经营服务管理暂行办法》，明确网约车的身份。

根据征求意见稿，私家车加入网约车须变更为运营车辆，意味着报废年限会缩短至8年。对此，多位车主表示，如果真的实施可能就不做了。“现在赚点钱，是没把车损算进去，如果6到8年就要换车，那么每年车的成本就要2万元。”

对此，各平台已有所准备。滴滴推出“伙伴创业计划”，个人成为其合约司机。据介绍，滴滴将在北京、广州、深圳等地招募10万名司机。易到等平台企业也都启动了自有车辆计划。

交通运输部相关负责人表示，网约车属于公共交通的一部分，但却是相对高端的公交服务，不是说应该让每个人都能打得起车。公交地铁才是城市公共交通的基本服务，把网约车当成代步工具的定位有问题。

交通运输部公路科学研究院公路交通发展研究中心主任虞明远说，规范网约车是必要的，更重要的是解决市民的出行问题，有待建立多层次的公交出行系统，缓解城市交通拥堵，减少环境污染。
