近期，广东省国家安全机关组织实施“南粤行动”，侦破了一批危害国家安全的间谍案件，对多名犯罪嫌疑人依法追究刑事责任。从侦破案件看，被境外间谍情报机关通过网络勾联渗透策反的涉世未深年轻人居多，甚至不乏在校大学生。境外间谍情报机关人员，伪装成军事爱好者、招聘猎头、美女等身份，广泛活跃于各类论坛、社交、求职等网站，以提供丰厚报酬的“兼职”、“约稿”为诱惑，一步步将网民发展成为“情报员”。境外间谍情报机关的网上渗透、策反、窃密活动已给中国国家安全和军事利益安全造成了严重危害。
广东省国家安全机关披露的案件显示，2015年1月，在广州打工的覃某(女，1990年生)在网上求职过程中被境外间谍情报人员勾联，要求覃赴广州某码头拍摄舰艇照片，并承诺给予报酬。受金钱所诱，覃伙同在广州打工的柳某(男，1976年生)多次实施观测并报送境外间谍情报机关，非法获利5000余元人民币。经军队保密部门鉴定，覃某、柳某报送情资中含机密级1份、秘密级1份。广州市国家安全机关已对两人实施强制审查，并以涉嫌“为境外刺探、非法提供国家秘密罪”移送检察机关审查起诉。
初中文化的钟某(男，1988年生)系打工人员。2014年1月，境外间谍嫌疑人员通过微信将其勾联发展。钟某按对方指令搜集报送中国军用机场和有关部队的情况，非法获利10余万元人民币。梅州市中级法院以“为境外刺探、非法提供国家秘密罪”判处钟某有期徒刑十年六个月。
广州某船厂员工陈某(男，1995年生)2014年2月在学校Q群中被境外间谍情报机关人员勾联，因经不住金钱诱惑，提供了该船厂内部资料，以及观测军舰等情况，接受间谍经费12900元人民币。经军队保密部门鉴定，陈某提供境外间谍情报机关的情资涉机密级1项、秘密级2项。广州市中级法院以间谍罪判处陈某有期刑三年，剥夺政治权利一年。
