　　卢子跃出身在浙江永康堰头村的一户普通农家，家中六兄妹，他排名老三。卢子跃的父亲是个铁匠，早年靠手艺活养活一家老小，生活并不富裕。比起子承父业、习得铁匠手艺的哥哥，卢子跃对于读书的兴趣更大。一名堰头村的村民介绍，卢子跃读书比较刻苦，学习成绩也不错。尤其他写得一手好字，在学校里做的黑板报广受赞誉。

　　不过，大约两年之后，没能得到提干机会的他退伍回到家乡，在永康县棠溪公社当乡镇干部。

　　一名早年与卢子跃有过交集的人士介绍，起初卢子跃干得并不顺心。尤其正值改革开放之初，永康的五金产业飞速发展，许多人挖到第一桶金，卢子跃也动了下海经商的念头。

　　卢子跃的哥哥在改革开放后又办起五金企业，他说服了弟弟继续留在官场。当初兄弟之间的交流细节外界不得而知，只不过日后的事实证明，兄弟中一人从政，其他人经商的搭配，为家族带来了更大“荣耀”。

　　卢子跃的仕途很快步入快车道。从一名公社干部起步，30岁出头的他，干到了永康市委常委、宣传部长。

　　一名浙江媒体的老记者，曾与当时的卢子跃有过接触。这名老记者介绍，卢子跃为人豪爽，酒量很好。宴席上，下属曾介绍，卢子跃的哥哥在永康做五金生意，身家上千万。卢子跃说，逢年过节，家中兄弟会给父母一个大红包，只有自己靠工资吃饭，拿不出多少钱。

　　不过，这名老记者也从其它渠道得知，卢子跃曾动用关系，为家族企业协调生意上的事。“有些事还算不上违法。比如介绍银行领导认识，被上级部门罚款时，希望能按最低标准处罚等等。有个当市委常委的兄弟，家里的生意自然好做一些。”

　　八面玲珑的市长

　　在永康担任宣传部长期间，卢子跃遇到仕途上的一个贵人。一名时任金华市委领导，对卢子跃的能力颇为欣赏，数年间大力拔擢。

　　37岁时，卢子跃出任金华下辖的东阳市市长。一名当地人士表示，那些在省委机关的干部，37岁能当上处长，仕途也算比较顺遂。卢子跃从乡镇干部干起，37岁就当上市长，自然成为众人眼中的希望之星。

　　担任市长期间，卢子跃作风强势，同时以“思想解放”著称。一名当地干部介绍，卢子跃的工作节奏快，点子很多，也敢担责任。当时一家东阳的民营企业遭遇资金瓶颈，卢子跃拍板把政府的财政资金借给企业，并约定不收取利息。上面追查下来以后，卢子跃写了检查。不过事后，卢子跃俨然把此事当成自己的政绩。他多次表示，只要不谋私利，就应当理直气壮支持企业发展。自己一纸检查救了一家企业的命，也算划得来。

　　一名东阳的老干部介绍，卢子跃年纪轻轻便获重用，言行上有些肆无忌惮。一名上海企业家来东阳考察，结果在酒店因为嫖娼被抓。卢子跃大怒，打电话把公安局长臭骂一顿，要求立刻放人，还要公安局赔礼道歉。后来还是另一名市委领导出面，说人放了就可以了，也不用赔礼道歉。

　　当上市长的卢子跃，也会利用手中资源去结交高层人物。据媒体报道，时任湖州市委书记的斯鑫良是东阳人，卢子跃曾为斯鑫良老家修路。

　　一名东阳人士介绍，诸如为大人物的老家修路这类事，卢子跃做得太多。在结交关系上，卢子跃是广撒网。当时斯鑫良是一名地级市的市委书记。卢子跃做个顺水人情，先把关系建立上。

　　一名曾与卢子跃共事过的东阳退休干部介绍，在卢子跃身上，不同的性格兼容到了一起。他来自草根，时常爆粗口，又酷爱书法，写的字还算过得去，对于古玩字画也有兴趣。他平时不拘小节，有些大大咧咧，处理人际关系尤其结交上层人物时手法却颇为细腻。“这或许就是卢子跃混迹官场的一种手段，八面玲珑，见人说人话，见鬼说鬼话。”

　　搭上斯鑫良的关系

　　2001年，卢子跃离开东阳，调任义乌市长。尽管同为金华下辖的县级市，但这一次人事变动，却被外界解读为对卢子跃的重用。

　　彼时，义乌模式风头正劲，成为整个浙江经济的一张靓丽名片。义乌的市委书记跻身金华市委常委班子，也成为当地惯例。卢子跃担任义乌市长，比起之前在东阳，无疑站上了更高舞台。

　　曾有舆论认为，这次人事变动是斯鑫良主导。不过，一名熟悉浙江政情的人士介绍，有关卢子跃的职务调整，斯鑫良并未介入太多，倒是对卢子跃一路提拔的那名伯乐发挥了关键作用。

　　赴任义乌仅一年，卢子跃又被调任兰溪市委书记。据当地人士介绍，尽管当上了一把手，但卢子跃内心并不满意。兰溪的经济实力、政治地位远不能同义乌相提并论。能够在义乌顺利接下市委书记，并跻身金华市委常委，或许才是卢子跃心中的理想路径。而去兰溪，无异于兜了一个圈子。

　　然而，正是在此时，在一名东阳籍企业家的撮合下，卢子跃同手握浙江组织大权的斯鑫良建立起特殊关系。外界普遍认为，为了仕途进步，卢子跃曾向斯鑫良行贿。

　　一名东阳人士介绍，这名东阳籍企业家在当地势力很大，而且对官场里的事格外热心。他愿意拉卢子跃一把，既有当年的情谊，也不失为一种投资。

　　另一名熟悉当地政情的人士介绍，当年对卢子跃提拔有加的那名伯乐，虽然也身居要职，却离开浙江，对于卢的仕途无法提供太多关照。这名伯乐与斯鑫良之间，早年在工作中曾有过矛盾。但卢子跃为了自身利益，仍迫不及待地改换门庭。

　　有了斯鑫良的关照，卢子跃的仕途称心如意。2005年，他调任台州市委常委、市委秘书长，隔年，出任台州市委常委、临海市委书记，2008年，出任丽水市代市长。

　　一名当地人士介绍，卢子跃从正处到正厅的跃升阶段，恰逢斯鑫良担任浙江省委组织部长。卢子跃对于斯的提拔之恩，一直非常感激。斯鑫良退休之后，每到逢年过节，卢子跃都会去拜见。

　　对于卢子跃这样的人物，有人扶上马已然足够。即便斯鑫良在2010年已转到政协工作，卢子跃凭借自己的长袖善舞，依然不断获得晋升。2011年，卢子跃任丽水市委书记，2013年，又升任副省长。

　　家族间的政商互动

　　官阶越来越大的同时，卢子跃一直没有疏远同商界的关系。家族中的几名兄弟，生意越发红火。一名长年举报卢子跃的商界人士介绍，卢子跃到哪里当官，其家族的商业触角就伸向那里。在临海、丽水时，卢的家人均染指当地地产生意。

　　这名举报者介绍，除了卢子跃的家人，还有数名房地产商人与卢关系亲密。这些商人在丽水投资了多个房地产项目，获利颇丰。尤其在2010年左右，受国际金融风暴以及丽水民间集资案的影响，当地多家房地产企业命悬一线。卢子跃代表政府出面护盘，处罚了几家擅自降价的房地产商，同时多次召开会议，用尽各种手段逼着银行放贷。一名不愿配合的丽水银行界人士，被卢子跃赶出了丽水。

　　对于卢子跃的上述行为，外界也有不同评价。一名丽水商界人士介绍，卢子跃曾表示，自己家人早年做小本生意起家，深知经商不易。因此对企业，能放手尽量放手，尤其不要去刁难盘剥。因为卢子跃的亲商理念，其治下的经商环境比之前好了很多。丽水某局借搞法规宣传进企业的活动，向企业摊派费用，被卢子跃点名批评，副局长被撤职。“逼着银行放贷的事，不仅与卢子跃关系亲近的企业受益，其它企业也获得了一些急需的资金。”

　　此后的卢子跃，逐渐低调起来。在宁波市长任上，也变得谨小慎微。有一名局长恭维卢子跃，说他迟早要接市委书记。平素性格开朗的卢子跃却沉下脸，告诫对方不要乱说。

　　熟悉内情的人当然清楚，卢子跃的郁郁寡欢，绝不仅因为那场遭人举报的婚礼，而是他的老朋友们逐一落马。2014年底，当年为卢子跃的仕途引荐关系的东阳企业家失联。2015年初，斯鑫良落马。2015年底，当年的同僚，曾接替卢子跃担任义乌市长，后在斯鑫良的关照下升迁至台州市委书记的吴蔚荣被查。

　　一名当地人士介绍，有关宁波市委书记将调离的消息传了很久，不过关于接任人选，各种小道消息中都没有时任市长的卢子跃。“说明外界已经一致不看好卢子跃的前景。”倒是有关卢即将被查的消息，总会不时流传出来。

　　3月16日，传言终被印证，曾经的希望之星黯然陨落。
