　　中新网4月28日电 据公安部网站消息，到今年5月1日，“醉驾入刑”正好5年时间。5年来，“开车不饮酒，饮酒不开车”已成广泛社会共识，全国因酒驾醉驾导致的交通事故起数、死亡人数与法律实施前五年分别下降18%、18.3%。未来，公安部将继续保持依法严查酒驾力度。

　　消息称，五年来，全国公检法机关紧密协助配合，保持对醉驾治理的长效机制，确保了法律的正确有效实施。

　　截至2016年4月底，相关法律法规实施近五年，“醉驾入刑”带动中国酒后驾驶问题巨变。近日，公安部公布“醉驾入刑”五年酒后驾驶违法行为查处情况，我国严查酒驾醉驾违法犯罪取得五个明显变化：

　　一是酒驾醉驾得到有效遏制，城市效果尤为明显。五年来，全国公安机关共查处饮酒后驾驶机动车违法行为247.4万件。在严格执法和持续宣传的共同作用下，北京、河北、浙江，杭州、宁波、南京、福州、深圳等省市，酒驾醉驾查处数量已经出现逐年下降或相对平稳趋势。

　　二是酒驾醉驾肇事数量大幅下降，特别是恶性事故。五年来，全国因酒驾醉驾导致的交通事故起数、死亡人数与法律实施前五年分别下降18%、18.3%。

　　三是国民抵制酒驾醉驾的自觉性显著提升，形成“酒后拒驾”共识。公安机关、人民检察院、人民法院联合整治酒驾醉驾违法犯罪行为，推动了公民自觉遵守法律、抵制酒驾醉驾意识的提升，“开车不饮酒、饮酒不开车”成为广泛的社会共识。酒驾醉驾治理还带动了汽车社会生活观念的巨大变化，直接催生了代驾这一新经济业态，酒后代驾约占代驾服务的90%，并由大城市向二三线城市快速拓展。五年来，全国约2.18亿人次接受了酒后代驾服务，大大降低了酒驾醉驾违法行为和事故的发生几率。

　　四是严格刚性执法，严惩酒驾违法无例外。各地公安机关坚持严格、公正、文明、规范执法，始终保持高压态势，不间断开展全国性、区域性整治，形成了常态化整治机制，坚持法律面前人人平等，无论涉及什么人、什么身份，只要触犯法律，一律依法查处，对涉及国家公职人员的一律抄告纪检监察部门，树立了法律的权威，赢得了人民群众的信任和支持，有效增强了执法公信力。

　　五是坚持依法治理，实现“良法善治”。针对酒后驾驶的严重危害，公安机关首先坚持严格执法不动摇，再到凝聚起社会各界、媒体舆论的共识，特别是取得了广大人民群众认可和拥护，立法机关的大力支持，实现“醉驾入刑”和相关法律法规的修改完善，形成了良法善治的大好局面，取得了良好的法律效果和社会效果。依法治理酒驾醉驾的成功实践，树立了法治中国的成功范例和法治样板。

　　公安部相关负责人介绍，酒驾是世界各国面临的共同难题，我国目前仍处于酒驾醉驾的多发期、执法的攻坚期。随着查处酒驾执法力度加大，范围从大城市向中小城市和农村不断推进，也随着中小城市和农村机动车保有量、驾驶人数量的快速发展，中小城市、农村地区酒驾问题显得更为突出，查处酒驾量大面广，依法治理酒驾醉驾任重道远，稍有松懈将可能反弹，需要坚持不懈、持之以恒。
