公安部：中国政府欢迎境外非政府组织来华开展合作
人民网北京4月28日电 今天下午，全国人大常委会办公厅在人民大会堂举行新闻发布会。发布会上，有记者提问称：“关于境外非政府组织境内活动管理法，外国媒体主要是关心国外融资的来源到国内的NGO，公安机构如果看国外的钱，例如中国的这些NGO，能不能详细地讲讲你们在担心什么？

　　对此，公安部境外非政府组织管理办公室负责人郝云宏回应称，境外非政府组织境内活动管理法对资金的监督管理作了有关的规定，境外非政府组织活动主要是通过资助国内的社会组织来开展项目活动、进行交流与合作。这个方面我们不是担心什么问题。

　　中国政府是欢迎境外非政府组织来华开展交流与合作。应该说，这些年来，特别是改革开放以来，境外非政府组织来华发展，在经济、教育、文化、科技、卫生、体育、环保等领域开展了大量的交流与合作，带来了新的理念、新的技术，也有资金和经验，推动我国的经济社会发展，包括公益事业的发展这方面都作出了积极的贡献。

　　中国政府高度赞赏境外非政府组织的积极作用，所以我们是持欢迎的态度。但是也注意到，也有极少数的境外非政府组织通过资金的渠道和方法，从事一些损害中国的国家安全、利益和其他违法犯罪的事情，加强这方面的管理，包括对违法活动的处理，这也是我们应该做的。
