　　一年半“吃”掉公款140多万元；百余元的垃圾桶报价580元；6000余元的灯具报价1万多元；不到32平方米的厕所报建100平方米……海南省东方市板桥镇桥南村和板桥村在获得近6500万元征地补偿款后，村干部组织公款旅游、大吃大喝，已被纪检部门调查。

　　这一事件背后暴露出部分农村基层财务管理漏洞及基层权力监管缺失等问题。

　　目无法纪：“工作餐”五花八门几乎天天吃

　　板桥镇党委书记林明舜去年7月任职后，板桥、桥南两村村民就一直反映上届村干部公款大吃大喝、虚报冒领征地补偿款等问题。他建议公开这两个村的财务情况，并经村民代表大会同意引入第三方审计机构进行审计。

　　记者在海南方正会计事务所今年3月完成的两份审计报告上看到，桥南村上届村委会任职的2011年1月至2013年8月期间，共计报销272次，其中餐饮报销高达164次，开支餐费101.4万元。特别是2012年初至2013年8月间，桥南村与板桥村共“吃”掉了140多万元。

　　“八项规定”对用餐标准、陪餐人数等都有明确的规定。参照《海南省直机关差旅管理办法》以及东方市政府有关规定，“八项规定”出台后，误餐补助应根据午餐、晚餐的实际误餐情况，按每人每餐40元定额补助。但板桥、桥南两村违反“八项规定”精神，超标准、超人数接待吃喝。在2012年12月“八项规定”出台的当月，就几乎天天吃，动辄都是千元以上，桥南村吃喝高达43次，餐饮费用计10万多元；2013年3至5月，桥南村报销了25张金额均为4900元的餐饮发票。

　　这些餐饮发票的报销内容主要是“工作餐”，所称被接待的单位五花八门，还有大量无接待单位人员和陪餐人员明细的工作餐。

　　海南省百佳村官候选人张学斌说，“八项规定”后一个行政村全年的餐费通常也就几万元。若按40元每人每餐的标准计算，桥南村2012年12月餐饮支出相当于80人每天公款吃喝一餐。

　　对于村民反映的村干部公款大吃大喝问题，板桥镇村级财务代理服务站副站长麦旭华说，5000元以下发票只要村主任审批，村支书审核即可列支。

　　审计报告显示，两村有大量面值在4000元左右的餐饮发票。板桥村上届村委会每次用餐以3000元至4000元居多，大吃大喝、铺张浪费。桥南村村委会民主理财小组查出大量虚假、违规开支。如2011年5月2日至2011年8月20日在板桥王定皮如意批发店购买酒水3.3万元，用南中国大酒店发票充账。2012年9月28日两委干部、党员和村民代表出岛考察多报餐费2.52万元。

　　发票猫腻多：百余元垃圾桶“报”价580元

　　审计报告显示，两村“旧城改造”项目所得征地补偿收入约6469万元，其中支出方面存在工程造假等问题。

　　上届村委会任职的两年多里，两村工程支出约737万元，这是一笔不折不扣的糊涂账。如桥南村报建100平方米的公共厕所实测不到32平方米，报建380米长的硬化道路却未见踪影。再如，市场报价每套6000余元的太阳能路灯实报造价1.3万多元；市场百余元垃圾桶实际报销580元。此外，排水沟、桥梁、化粪池也不同程度存在价格虚报的问题。

　　对于村民反映上届村两委干部存在的问题，桥南村原村支书林某、原村委会主任陈某、板桥村原村支书高某接受记者采访时解释称，工程报价由施工方确定，他们不大了解行情；关于吃喝费用过高，是因为“旧城改造”项目工作量大，许多工作都需安排用餐；关于公款旅游，主要目的是考察项目和招商引资。

　　对于一些村级公益项目走过“一事一议”流程的说法，东方市财政局有关人士予以否认。据记者调查，上届两村村委履职期间，仅有道路硬化、排水沟项目走完“一事一议”完整流程。另有两次路灯项目，在申请到40%的财政拨款后，并未申请结算评审，市镇两级多次催促无果。

　　多名熟悉镇村财务制度的干部表示，镇村两级财务监管制度漏洞多。如5000元以下的开支，村两委干部可以自行决定。两村有大量面值在4000元左右的餐饮发票，他们有可能通过“化整为零”的方式逃避监管。对于“一事一议”项目，只要经过镇村两级通过后，财政拨付的首批40%的工程款可直接划给施工单位，市一级的监督缺位，镇村两级干部一旦形成利益共同体，极易套取上级财政拨款。

　　规范权力运行：账务混乱亟待整治

　　记者了解到，对村民反映的问题，早在2013年，东方市纪委、审计局、司法部门就曾介入调查。3年前，审计部门派出两名审计员协助纪委核实两村财务数字，然而令人费解的是这份审计报告落款仅为板桥镇审计组，并无东方市审计局签章。

　　现任桥南村村委会主任陈屯昌说，由于上届村委会财务混乱，账务账本迄今未顺利移交给本届村委会，近3年来村务工作进展缓慢。

　　“村干部权力虽小，却是连接基层农民和上级政府部门的纽带和桥梁，部分农村地区歪风盛行的背后，是农村基层政治生态的破坏。”海南省社会主义学院院长施耀忠表示，一些村干部将人财物三权集于一身，防止基层贪腐还需规范权力运行。

　　中国社会科学院农村发展研究所研究员李国祥认为，目前村级财务公开制度在部分农村落实不到位，村民看不到、看不懂财务公告，由此引发对村两委干部异议。“不能简单地贴张数字公告，还要配以详细说明。同时，在继续强化村民代表大会民主决策作用的基础上，发挥第一书记等驻村干部的监督职能。”

　　东方市纪委书记周雷表示，日前东方市纪委已派出十几人组成的调查组进驻板桥镇，对第三方审计机构发现的问题逐一调查核实，查明涉嫌违法问题后将移交司法机关处理。
