近年来,因为新闻出版广电总局接连出台“禁令”,涉及真人秀、脱口秀、电视剧、电影等各类大众娱乐节目,被网络舆论戏称为“广电总急”。

如果这些批评指的是广电部门的管理手段失于简单生硬,倒是可以理解;如果指的是广电部门过度行使管理的权力,那就错了。作为广电行业的行政主管部门,新闻出版广电总局有责任对节目导向进行管理和引导,在节目内容出现违反国家法律、与社会主义核心价值观不相符合、不利于构建公序良俗的苗头时加以规范,是合法合理的。只不过在“下通知”“发禁令”之前缺少公开讨论和舆论铺垫,每次都给人以突如其来的感觉,从而引发舆论诟病

这也揭示了我国文化管理中的一些深层次问题。其核心是政府监管与行业发展如何平衡。一方面,由于文化相关立法不足,缺少细则,行政部门的监管总是跟在行业的后面,总是在出了问题以后才采取措施。另一方面,文化产业发展迅猛,创新不断,政府的管理方式难以跟上形势变化,往往采取一禁了之的方法。其结果就是陷入“一放就乱、一管就死”的恶性循环。回顾这几年的“禁令”,这一特点可谓一目了然:胡编乱造的抗日“神剧”泛滥,于是加强抗战题材影视剧的审查;古装剧太多,于是调控古装剧的播出数量;选秀节目遍地开花,于是限制选秀节目的总量;有的电视剧服装过于暴露,于是停播重剪……就本质而言,商业性的娱乐节目是以利润最大化为根本目标的,是否吸引受众眼球是节目制作时考虑的主要因素。而政府必须考虑节目是否符合正确导向。在内容管理缺乏明确标准的情况下,不管是企业还是政府都不知道“红线”究竟在哪儿。企业战战兢兢,生怕“踩雷”;政府疲于奔命,饱受批评。

既然这样,完全把娱乐节目的制作播出交给市场不行吗?就理想状态而言,政府“无为而治”当然是最好的但实际情况是由商业力量主导的娱乐节目一旦失控,就会对社会产生或大或小的冲击,单纯的商业问题就会变成社会问题,政府就不得不介入了。有的真人秀主打情感纠纷和家庭纠纷,嘉宾竟然在节目中爆粗口、打架;有的真人秀嘉宾宣称“宁肯在宝马车中哭”,公然宣扬拜金主义;有的真人秀以挖掘明星隐私为卖点,宣扬桃色绯闻……虽然与国外相比,我国娱乐节目中存在严重问题的并不多,但商业力量以利润为目标导致的低俗化倾向是客观存在的。

在缺乏外部监督的情况下,以商业力量为主导的娱乐节目会走多远、会对社会主流价值观造成怎样的破坏,我们不妨看看国外的情况。有一个美国真人秀节目专门揭发婚外情,夫妻二人在得知真相后大打出手的场面成了节目火爆的卖点。有一个节目的嘉宾在得知他的邻居是暗恋他的同性恋后竟开枪打死了对方。美国学者吉尼·斯科特在谈到脱口秀节目的低俗倾向时严肃地指出:“把个人问题转换成大众娱乐是对我们文化的一种威胁。因为这种趋势破坏着一些基本的价值判断。个人的尊严、良好的趣味和风度、个人隐私在人生中的重要意义,都在这些节目中受到损害。”

很显然,这样的娱乐节目专门贩卖社会和人性的阴暗面,靠别人的痛苦赚钱,是极其不道德的。如果我们放松政府监管责任,类似的局面也可能在中国重演。这是中国国情民意和文化传统难以接受的。既然把影视娱乐业完全交由市场决定是不行的,那么唯一的问题就是如何使政府的监管更加科学有效
