北京公安重点通报两起发生在昌平区的案件。
其中一起案件利用套牌车安装“伪基站”，非法牟利日进400元。犯罪嫌疑人张某某（男，20岁）、罗某某（男，22岁）供述称，一不相识男子要其帮忙发短信，每天给400块钱。张某某听闻发短信就能赚钱，便找来哥们儿罗某某合伙。二人每天开车拉着“伪基站”设备，到人多、车多的地方发短信，短信内容均为一些冒充银行、移动公司发布积分兑换的诈骗信息及一些刻章办证、代开发票等垃圾短信。仅仅几天，就发出数十万条短信。
另一起案件，犯罪嫌疑人把“伪基站”安装在隐蔽性更高的电动车座下，日发几十万条垃圾短信。据嫌疑人王某、周某供述，二人通常会在一个路段集中发完信息后，再骑行下一个路段继续发送，一天下来能发送几十万条垃圾广告信息。
据“平安北京”通报显示，此类利用“伪基站”的违法犯罪活动形式多样。曾有一名女性犯罪嫌疑人为提高其丈夫售楼业绩，利用伪基站发送丈夫销售的房源信息；还有的涉案嫌疑人受人雇佣，帮人发送诈骗、商业促销、门店开张等信息，每日非法牟利几百元。
所谓“伪基站”，即假基站，能够搜取以设备为中心，在一定范围内的手机卡信息，通过冒用正规运营商的号码或银行官方电话，向搜取到的用户发送诈骗、商业促销等短信。
“伪基站”可以随意更改发送号码，犯罪分子借此实施诈骗犯罪。比如，犯罪嫌疑人利用工商银行官方电话95588给事主发送短信，短信内容为积分兑换等，并附带一个网址链接，事主打开链接后，需要输入用户名和密码进行登陆，不一会儿，其银行卡卡内余额便被转走。
“伪基站”向用户手机发送的短信还会包含木马网址链接，事主点击后手机会中木马病毒，与其手机号相关联的银行卡很快被盗刷，并且拦截事主短信提醒，事主发现时甚至离案发已经过去了好几天。
警方提醒，收到诸如“银行卡密码升级”、“积分兑换”、“中奖”或要求转账之类的短信，一定要提高警惕，即使是官方号码发送的也不可轻易相信，不要轻易点击短信中的网址链接，通过官方电话核实后，再确认是否操作。
