BBC ridicule Chinese airport punctuality rate: can't live-BBC, plane-IT information

On April 29, the BBC China, China has always been concerned with aviation sent a news service as the object of ridicule. Reporters interviewed many foreigners in China have the opportunity to experience lays out a nightmarish picture, but also mentioned that some objective reason causing poor air service. Full text of the report is as follows:

For foreigners working in China, if you have never experienced air service in China, then you are not qualified to complain about delays in their own country. Australia National Bank (National Australia Bank), President of China, Danni·amusitelang of flight delays or cancellations in China have been granted.

Lance Armstrong to ride in China several times each month for domestic flights, due to the unpredictability of China air service is known throughout the world, he has been accustomed to make adjustments at any time: in a period of frequent flight delays, he will be traveling. China's high-speed rail system in the majority of cases are very punctual, its departure and arrival time are usually accurate to 1 minute.

Occasionally, he would take extreme measures to ensure on time. For example, the Australia Head Office Manager came to China to attend a high level Conference, caught flight delays from Shanghai to Beijing, Beijing is going to miss the opening of the session. Armstrong had to ask a policeman for help from Beijing Capital International Airport and escorted to the venue managers. "We do only in times of crisis, charges are not cheap", he said.

Armstrong's experience is not new for foreign business people working in China, China's aviation services in recent years, more and more time. According to aviation data collection site FlightStats report in its global 188 airport statistics, China airport punctuality performance is among the worst.

Worldwide, point 14 of the 20 airports with the lowest rates are located in mainland China, Hong Kong and Taiwan third time rates are less than 60%. Among them, the lowest in the Hangzhou Xiaoshan International Airport, punctuality is only 41%. Shanghai Pudong International Airport (52%), the Hong Kong Chek Lap Kok International Airport (59%) and Beijing Capital International Airport (64%) is better than it. In stark contrast to Tokyo's Narita International Airport, although the peak than the Shanghai Pudong International Airport, but the airport punctuality rate of a staggering 92% in 2015, arguably the world's most on-time airports.

In 2014, China's airports is even worse. That year, four of the largest airports in Yangtze River Delta (Shanghai Pudong, Shanghai HongQiao, Xiaoshan, Hangzhou and Nanjing Lukou International Airport) punctuality rate is only slightly higher than 30%, the world's most punctual airport.

Aviation experts say, China Aviation punctuality has been the reason for the low rate, most of the country's airspace is military, leaving limited airspace for civil aviation use, China's civil aviation has been explosive growth in recent years. According to China's State-run China daily reported 30% China's airspace was not available to commercial flights, and in the United States, the figure was 80%.

Not only that, China's military exercises have led to large areas of flight cancellations. For example, the summer of 2014, there are 12 airports in China, including Shanghai's HongQiao and Pudong airports, flights were asked to cut 25%, to a three-week military exercises to provide the necessary space .

However, in the Chinese aviation market is still expanding rapidly. More and more Chinese people will travel by plane, the airline's fleet size increasing, pressures have overwhelmed air traffic control system. In 2015, China had 440 million passengers will travel by plane, up 11% from 2014. According to the international air transport association predicts that China's aviation market in 2034 will be a whopping 1.2 billion passengers.

While personal travel accounted for a large proportion of them, but according to the global business travel association data, business travel are increasing blowout. The organization estimated that 2014 business class passengers spent $ 261 billion to buy ticket to China, up 16.6% from 2013. Although downward pressure on China's economy, but Chinese business aviation market size 2016 is expected to exceed United States to become the world's largest commercial aviation market.

In order to adapt to this spurt of aviation market expansion, for which the Chinese Government begins in the sky conditions. October 2015, the Government opened the 1/3 airspace (1000 m height) to the use of civil aircraft, which created the conditions for emergency air service, helicopter flights. Believe this open policy will be extended to the airspace below 3000 meters height.

United Kingdom aviation consulting international aviation authority (International Bureau of Aviation) Asia Executive Director Dawei·Yu believes that "the Chinese Government is aware of the airspace limit the impact on the development of civil aviation. Airspace will be open, that is for sure. The problem lies in the implementation of the open policy of the time, it remains difficult to determine ".

Located in United States Washington shidifen·bulang, Chief Operating Officer of the National Business Aviation Association, said China is moving aggressively to build more airports, and strives to increase the operational efficiency of the existing aviation facilities. Chinese want to ensure safe take off and landing of the premise, improve the efficiency of each of the taking off and landing at the airport.

Shidifen·bulang believes that in order to achieve this goal, China is using the airline industry's most advanced air traffic control technology, the training of air traffic controllers and airport runway lights of the introduction of the world's most advanced signal system. Par level of airport infrastructure and air traffic control in the West, China is only a matter of time. "China's development is very, very fast, in the development of hardware and software aspects of air traffic control capacity, China's progress faster than any country in the world", shidifen·bulang said.

But for many foreign companies doing business in China, and of that development of China's aviation industry is unable to meet their needs. Severe flight delays is the biggest complaint of this group. Mine is a London building consulting firm's Asia Pacific Director, said: "the delays greatly to our company, if it takes too much time at the airport, we lose money, because we should use this time for customer service."

The company has 30 to 35 employees in China a day flitting around the construction site, they were forced to reconsider working mode. Fly to foreign participation is already a thing of the past. "Of course, if you can accept the 23 rooms at hotel early this morning, to meet too much of a problem in the field. "Ray's staff now usually spend in the hotel the night, dinner with clients. His staff each have a 4G mobile phone, so that they can process e-mail messages at any time.

Mine hasn't worked out the delays caused to company productivity losses. "To be honest, if careful calculation, damage will be very alarming", Ray believes the company's management rising work hours were wasted at the airport.

For many foreign companies, flight delays and the cancellation of their loss is even greater: they may be losing business or deteriorating relationships with regulators, because sometimes arrange meetings to attend. "The timing of the Chinese officials is the lack of flexibility, if you're not participating in time, they will think you lack attitude and sincerity, and this would affect the issuance of certain permits, and other intangible loss potential is difficult to count. ”

Civil Aviation University of China said Li Xiaojin, a Professor, is hard to flight delays and cancellations to quantify the overall impact of economic operation. He in 2013, the China daily said, if the military 10% military airspace to civil aviation use, China's economy will increase by 200 billion yuan.

If flight delays just happenstance or extenuating circumstances, but in China, nearly every passenger had nightmarish experiences in this regard. Peter is a Australia, Executive Director of the human resources consulting firm, said he was in Shanghai to take flights at 7 o'clock in the evening, 5 hours after the reasons for delays were "air traffic control" (and most of the passengers heard was the reason). At 12 o'clock at night, he finally succeeded in boarding, linger on the aircraft on the runway until 3 o'clock in the morning but was declared cancelled flights, the airport did not give any explanation, glassy-eyed passengers were taken off the plane, under the arrangement to a nearby hotel. According to Peter's memories, the success until noon on the day the flight took off.

"A lot of long delay time. Usually is not weather, but not the responsible air traffic control reasons. Trapped in a small cabin, can't go anywhere, without any explanation, it can drive people crazy. Recent frequent taxiing aircraft, passengers opened emergency doors, not unrelated to the above ", Peter said.

In order to avoid air travel troubles, many business people have abandoned the plane and switch to high speed rail. China's rail system is very punctual, and comfortable, and the high-speed rail network is expanding throughout the country at an alarming rate. In 1300 km Beijing-Shanghai high-speed railway, for example, the entire process only takes 5 hours, outside every 10-30 minutes throughout the day. "Traveling is a very wonderful experience, you can the whole process work", he said.

Although frustrating China Aviation Services, but this did not stop the pace of multinational corporations to invest in China. "A lot of people have considered this factor, and accounted for in the cost of doing business," Lei said.
