姚广身为中共党员、亚鱼乡民生事业服务中心主任，通过虚增生活物资采购数量等方式套取亚鱼乡敬老院公用经费23778元，并用于其个人家庭生活开支，已构成贪污行为；从亚鱼乡敬老院公用经费擅自借款20000元，已构成挪用公款行为。鉴于姚广在组织调查期间，能积极配合调查，根据《中国共产党纪律处分条例》第十六条第一项、第四项和第二十八条、第三十八条第一项之规定，给予姚广党内严重警告处分，对其套取的亚鱼乡敬老院资金23778元违纪资金予以收缴，上交国库。
