4月6日，“齐鲁壹点”网站发布一篇题为《济南20万孩童信息被打包出售！每条信息价格一两毛》的文章，引起社会广泛关注。济南市公安局迅速行动，组织优势警力成立专案组，先后赴四川、广东、福建等地，全力开展案件侦查工作。
专案组首先对“齐鲁壹点”网站发文中网名为“青青河边草”的犯罪嫌疑人侦查追踪，确定网名“青青河边草”为犯罪嫌疑人叶某的真实身份信息。4月 25日，在成都警方配合下将叶某抓获。经初步审查，犯罪嫌疑人交代，其通过互联网购买了“第三只眼企业计算机管理系统”软件，随后操控软件窃取对方计算机 硬盘储存的个人信息非法获利。
随后，专案组到多家集中留存儿童信息单位进行技术勘察，确定犯罪嫌疑人网上出售的儿童信息由黑客攻击数据库窃取。经过连续多天分析，锁定犯罪嫌疑人作案真实IP地址，立即连夜赶赴深圳、泉州、厦门等地开展工作，先后抓获犯罪嫌疑人苏某明、苏某华。
经初步审查，嫌疑人苏某明在2015年12月发现有人在网上公开收买多省份免疫规划系统信息后，实施入侵获取系统权限，拷贝并出售数据，同时将 系统登陆权限用户名密码多次出售非法获利。苏某华自2014年以来通过购买计算机入侵软件及系统管理破解密码等方式，获取包括儿童免疫信息在内的公民个人 信息在网上出售非法获利。同时，专案组经过综合研判分析，又查明另一名犯罪嫌疑人陈某潘利用QQ同样在网上出售儿童信息的违法犯罪事实，并将其成功抓获。
据了解，目前济南公安机关继续加大案件侦办力度，进一步挖掘线索、固定证据，依法打击处理此类违法犯罪行为。
