福建龙岩市新罗区是“国务院打击治理电信网络新型违法犯罪工作部际联系会议”确定的七个重点地区之一。网购诈骗活动猖獗，主要以“交易不成功给客户退款”等各种借口为由，通过钓鱼网站或直接骗取买家的相关信息。那么，骗子是如何进行诈骗的？
网购衣服接到电话要退款，点击退款链接被盗钱
几个月前，家住浙江丽水的崔先生在某网络购物平台买了一件衣服。没过多久，崔先生接到了一个自称是客服人员的电话，说他的订单有问题，要给他办理退款。
受害人崔先生：他当时就是说你在我们某某某商铺里，他商铺名字说的是对的，买了一件什么样的衣服，衣服的特征他也形容了，都是准确无误的。店铺里我留下的电话号码、我的收货地址他都知道，都说了。
于是，崔先生按照对方的要求，通过网络聊天工具加其为好友，并点击了对方发过来的“退款链接”。
受害人崔先生：让我点进去之后他又说把银行卡号输进去，输密码登录上去。登录上去之后他管我要短信验证码，我就把验证码报给他了。电话挂了之后就有短信通知，我就发现卡里两千块钱就已经没了。
钓鱼网站获取银行账户信息
发现被骗后，崔先生立即报警。警方侦查发现，犯罪分子的藏身地点指向了福建省龙岩市新罗区。当地民警告诉记者，崔先生点击的链接是个“钓鱼网页”。民警给记者展示了一个类似的网页，整个页面和某网购平台很相似。记者在身份证、账号、密码栏里随机输入了一串数字，点击提交。民警通过另一台电脑，立刻看到了记者填写的内容。
记者：犯罪分子主要是通过这个来掌握受害人的什么信息呢？
龙岩市公安局新罗分局网安大队二中队中队长邓元斌：个人信息，主要是银行账户，银行账户绑定的手机号码，密码也可以。你那边填的什么密码我这边都能看到。
民警告诉记者，犯罪分子获取信息后，直接将受害人账户里的钱取出，购买不易追查的各种游戏点卡，再将这些游戏点卡出售牟利。
订单信息从网上购买一天要买50到100条
受害人崔先生之所以会相信骗子，并点击“钓鱼网页”，主要是因为对方说出了只有崔先生和卖家才知道的订单信息。那么，这些信息骗子是怎么知道的呢？“钓鱼网页”又是从哪里得来的？
记者在龙岩市看守所见到了涉嫌网购诈骗的小黄，他告诉记者，网上可以轻易地买到网购订单信息。
犯罪嫌疑人小黄：这个是要每天买的，一天有时候要买个五十条，有时候买个一百条。
记者：是从一家就可以买五十条一百条，还是要分好多家？
犯罪嫌疑人小黄：一家。
据警方介绍，在他们查获的作案电脑里，大都存有数万条的网购订单信息，包括姓名、订单号、电话、地址等等。骗子往往会冒充客服人员，用获取的信息骗取信任。
犯罪嫌疑人小黄：这边核对好了，一般有一部分买家会相信。
记者：成功率高吗？
犯罪嫌疑人小黄：成功率现在百分之五十左右吧。
冒充买家向卖家套取订单信息
那么贩卖信息的犯罪分子又是怎么拿到这些信息的呢？今年只有20岁的小董就曾经在网上套取过订单信息。一般来说，他会先在某家网店的“交易记录”一栏中找出刚刚成交的信息。然后冒充买家，以写错地址等为由，要求网店的客服人员把订单信息发过来“核对”。
记者：客服不核实你的身份吗？
犯罪嫌疑人小董：有些会核实，有些不会。
记者：大概你做十个，能有几个把信息发给你？
犯罪嫌疑人小董：十个有一两个。
租用钓鱼网站，每月租金一千多元
小董说，他所在的团伙有7个操作员，一天可以获取几百条订单信息。信息到手后，团伙头目将其打包卖给网购诈骗的犯罪嫌疑人。记者在调查中发现，不仅是“订单信息”，在网购诈骗的整个链条中，各个环节都有人提供专门服务。
记者：钓鱼网页是哪里获得的呢？
犯罪嫌疑人小黄：跟别人租。
记者：租？
犯罪嫌疑人小黄：对，一个月一千多块，一千五到一千八这样子。
记者：去哪里租呢？
犯罪嫌疑人小黄：就是上网加QQ联系。
还有骗子使用的电话卡、银行卡，甚至用于申请账户的身份证，在网上都有人兜售。警方介绍，虽然银行和电信业都规定开卡必须实名制，但一些人为了利益，用自己的身份证实名登记银行卡、电话卡，随后成套地卖给骗子使用。
骗子聚集小镇，住在山林躲避打击
龙岩市新罗警方在侦查过程中发现，绝大多数案件中，网购诈骗这一环节都集中在一个地方——新罗区的适中镇。
这个只有4万人的小镇，现如今却成了网购诈骗的“聚集地”。
从几年前开始，适中镇就出现了一个怪现象，山林里突然多了很多帐篷。
龙岩市新罗区适中镇中心村村民赖全根：很多人就反映了，怎么山上多了很多的棚子？干什么用的？
这些帐篷就是从事网购诈骗的犯罪嫌疑人窝点。适中镇百分之九十以上都是茂密的山林，为了躲避打击，骗子们到深山密林里搭起帐篷，用电话和网络进行诈骗。
犯罪嫌疑人小谢：我们那边很多人做这个。很多村，基本每个村都有人做这个。
适中镇地处四个县区的交接处，交通发达，流动人口多。网购诈骗技巧传入适中镇后，因这个行当来钱快，不少年轻人选择从事网购诈骗。
犯罪嫌疑人小黄：无所事事，就想着来钱快一点。
从2013年开始，当地警方对适中镇的网购诈骗现象进行整治。2015年11月至今更是通过专项行动集中打击，镇里几乎每天都要组织干部和民警巡山，发现骗子藏身的帐篷就立即摧毁。记者跟随巡山队走了四个小时，才在一片隐蔽的林子里发现了一个看上去已经被废弃的窝棚。
龙岩市公安局适中派出所所长张永斌：他们躲在这种隐蔽的地方，我们山上抓捕很容易被他们发现。一旦发现，他们就把这些作案的东西往山下丢弃。即便人抓到了也很难实现人赃并获。
一天下来，巡山队员发现了两处诈骗窝点。张永斌介绍，经过近半年的巡山整治，目前已经摧毁窝点200多个。现在山上的窝点少了很多。
龙岩市公安局适中派出所所长张永斌：我们搜山的作用主要就是摧毁这些他们藏匿在山上的窝点，最大限度地挤压他们在野外逃避打击的空间和时间，也是对犯罪分子的一种震慑。
除了加强巡山，龙岩市公安局新罗分局还抽调精干警力，成立“打击电信网络新型违法犯罪专业队”，对网购诈骗案件进行严厉打击。从去年11月开始专项行动以来，龙岩市新罗区刑事拘留犯罪嫌疑人达158名，侦破网购诈骗案件86起。
龙岩市公安局新罗分局副局长戴晓辉：今年一至三月份，新罗区的网络购物发案量同比下降了87.7%，打击治理工作取得了明显成效。
解决就业，让年轻人回归正道
适中镇参与网购诈骗的绝大多数是二十多岁的年轻人，为了减少网购诈骗案件的发生，当地也通过挂钩帮扶等措施引导年轻人就业。
适中镇新祠村支部书记杨威忠到村民黄凯强家中走访，他去年刚退伍，暂时没有工作，杨书记想推荐黄凯强参加村里的一些合作社项目。
龙岩市新罗区适中镇新祠村党委书记杨威忠：比如说种植金线莲来讲，这一块如果你们参与，村里可以帮你们去融资，帮你们去银行贷款，给你们一些启动资金。
村民黄凯强：也不懂要从事什么，这一块也没经验。如果村里面如果能帮忙，可以尝试去干一下。
为了让村里的年轻人有正当的工作，村干部帮助找资金、找市场，想方设法创造条件解决就业问题。黄文杰就是在村里的支持下加入了金线莲种植农业合作社。在此之前，也有人劝他从事网购诈骗。
龙岩市新罗区适中镇新祠村村民黄文杰：说实在的，我当时也有这个想法(网购诈骗)。也不单单是我，很多像我这样的年轻人没有工作的话，大家都会有这个想法。最重要的是给他提供一些就业的岗位，这样子大家才不会去做这个。
龙岩市新罗区适中镇新祠村党委书记杨威忠：我们村里面现在18岁到40岁的人，90%都有自己的活，比较正规上班了。
适中镇还对镇上年轻人的就业情况进行摸排，对重点人群进行有针对性的帮扶。
龙岩市新罗区适中镇镇长王盛：特别是针对青少年，初中毕业以后辍学在家的青少年。这样的人员由我们镇村干部进行挂钩帮扶，掌握他们的动态。如果发现有从事网购诈骗迹象的，我们进行教育转化。
适中镇还在市场、路口等人员聚集的地方设立曝光台，公布电信诈骗犯罪分子的信息。通过各种公益广告和入户宣传，提高村民的法律意识，压缩网购诈骗的生存空间。
犯罪嫌疑人小黄：现在我也非常后悔，也想对我同龄人说，不要再像我一样做这种事情。
