何先生今年32岁,是汉口一家餐馆的老板。每天上午,他都会去白沙洲农副产品大市场批发些水产品,拖回店里做原材料。近日,他进货时发现,市场里有人专收死虾。他们以低价回收死虾后,装入塑料箱托运出市场。这让他有些疑惑:这些人耗财费力地收死虾干嘛?

“应该不会是直接扔掉。”何先生分析,如果是直接扔掉,不会有人花钱去收,也不会整齐装入箱子,安排专人运送。何先生说,他知道业内有人用死虾作食物原料,通过特殊的调料做出鲜虾的味道。他也曾听说,有烧烤老板将死虾与活虾混在一起,通过较多的调料来掩盖死虾的味道。

“如果是这样就太缺德了。”何先生说,活虾价格是死虾价格的10多倍,不排除有餐馆老板以次充好来牟利。但死虾吃了有害健康,他认为,赚钱要有底线,将死虾端上餐桌实在不能容忍。

记者探访:有三个摊点专门收购死虾

4月16日,记者来到白沙洲农副产品大市场水产区。批发商陈先生介绍,从虾贩子那里收回虾子后,他和其它批发商会请人按个头把活虾分为3类:个小的,10多元一斤;个稍大的,30多元一斤;再大一点的,50多元一斤。

由于长途运输、挤压等原因,活虾被挑拣出来后,会剩下不少死虾。那么,这些死虾怎么处理呢?记者注意到,陈先生在内的批发商们会对死虾进行二次分拣,个头大的、虾尾有弹性的,会迅速去掉虾头,以20元一斤的价格把虾尾卖给餐馆老板做虾球;个小的,或者死得时间较长,虾壳有些变形、烂掉的,则会单独放进另一个盆子里。

当记者向一名女批发商提出,想买些变形或烂掉的死虾回去,当做烧烤的食材时,对方婉言拒绝了,她称做生意要讲良心,刚死的虾还可以吃,但这部分死虾是不能吃的。

那这部分“不能吃”的死虾会怎么处理?探访中,多家批发商说,挑得不要的死虾也不会浪费,还是有专人来收购,价格每斤2元到3元不等。对于这些死虾的用途,他们的说法是“用来做饲料”。

当日下午,记者在白沙洲农副产品大市场水产区,先后发现了三处集中回收死虾的摊点。一辆货车、一台磅秤、几名工作人员,是这些摊点的“标配”。

一路跟踪:死虾被运进一家食品加工厂

4月17日,记者选定白沙洲农副产品大市场水产区交易A区的一处摊点,蹲守观察。上午9时至下午3时,不停有人拿着死虾来这里过磅,以3元一斤的价格卖给摊点。守摊的几名男子将收来的死虾堆放在一个个塑料箱里,直到百来个塑料箱被放满为止。

记者注意到,同样是塑料箱来装载,但死虾堆放方式与活虾完全不同。一般来说,活虾放入塑料箱时,往往放一层虾再铺一层冰,箱子外层不会装得太满,且外面还有一层泡沫盒。而这些死虾只是被堆放在塑料箱里,没做任何保鲜处理。

早上9时到下午3时,因有的死虾放置时间较长,堆放点散发着一股腥臭味,引来不少苍蝇。下午3时30分左右,工作人员往装有死虾的塑料箱里撒了些冰碴子,然后搬入尾号为“Q93”的货车。

下午3时20分,尾号为“Q93”的货车从白沙洲大市场内出发,记者一路跟踪,货车出城后经汉宜高速开往仙桃,驶出高速后沿着仙监大道进入郭河镇内。下午5时19分,货车突然停在一家安装着井水龙头的商店门口。司机下车后打开车厢,拿起水龙头向车内装虾的塑料箱喷水。

附近一家商店的老板告诉记者,这样做是给车内虾子降温,防止其变臭。他还表示,每天都有不少来自武汉的车子运来虾子,多半是送往附近一家名叫“外婆家”的食品加工厂作为生产虾球的原料。

10分钟后,货车再次启程,几分钟后,货车驶入一家挂有“湖北外婆家食品有限公司”牌子的工厂。

厂方声称:“脑死亡”的虾仍可作原料

记者见状,立即向仙桃市食药监局反映此事。当日下午6时,在仙桃市郭河镇食药监所蔡所长带领下,记者进入湖北外婆家食品有限公司厂区,又见到尾号为“Q93”的货车。此时,货车上的虾已被下空,空塑料箱摞在一起。

空塑料箱不远处,多名工人正在一条流水线上分拣小龙虾。流水线一侧,两个塑料箱里装着烂掉、变形的小龙虾及杂物。另外一侧,三个塑料盒里装着规格较小、体态完整的小龙虾。一名工人告诉记者,分拣出的大个头龙虾已被送往加工区,这三箱龙虾将被用来制作虾尾。没一会儿,工厂生产负责人熊先生赶到现场,称这三箱小龙虾会被做成饲料出售,不会作为食品原料。

随后,记者与蔡所长一起来到该工厂加工区,工人将分拣后的小龙虾倒入一台蒸煮机,不一会,就出来红彤彤的熟虾。在蒸煮机旁边,摆放着逾百箱煮熟的小龙虾,按照个头大小摆放在不同位置。一名工人称这些虾都被用来制作食品,话没说完就被旁边多人阻拦,一旁的熊先生则称这些虾也是用作饲料。

不久,公司负责人刘某赶来,仙桃市食药监局检疫局两名负责人也赶到现场。检疫局一名负责人向刘某询问这批虾子是否有采购单据时,刘某回答称没有。

据刘某介绍,尾号“Q93”运来的虾子约有4000斤,其中三分之一是符合做虾仁标准的虾,其余部分则是做成虾饲料,以每斤6角钱的价格卖给甲鱼等养殖户。将虾煮熟是为了防止腐败变质,煮熟后,他们会再一次分拣,分拣出合格的虾,作为生产虾仁的原料。刘某称,该工厂主要从事虾仁出口。如果原料不合格,既通不过国内标准,也通不过国际标准。

当记者提出,这些虾都是市场不要的,九成以上都已死亡时。该负责人称,有些虾还是活着的,有些虾也只是“脑死亡”,看起来死了,肌肉仍有弹性,可以作为原料使用。

主管部门:没有进货查验记录属违法

死虾可以用作食品原料吗?仙桃市食药监局检疫局相关负责人称,厂方说将虾煮熟后还要进一步分检,也就是说,这批虾还不是食品的原料,他们不好检测。

湖北省食药监局食品生产监管处相关工作人员表示,根据《食品安全法》的规定,食品经营企业应当对原料采购履行验证、检测等程序,不允许采购腐败变质的材料作为原料。企业应建立食品进货查验记录制度,如实记录食品的名称、规格、数量、进货日期以及供货者名称等内容,并保存相关凭证。

该工作人员表示,在现有的法律法规中,不是根据动物的死活来判断能否作为原料,而是根据其是否腐败变质来判断是否可作为原料。小龙虾只要没有腐败变质,就可以作为食品加工企业的原料。如果市民发现食品经营企业采购腐败变质食材进行加工,可以向食药监部门进行举报。

湖北出入境检验检疫局相关工作人员称,该局主要负责食品在进出口环节的检验,采购虾源是在国内进行的,不属于他们的管理范围。

湖北省水产局质量安全管理办公室相关负责人表示,他们主要管理水产品第一次销售前的质量,至于水产品加工成商品,再次销售时,则不在他们的管理范畴。一般来说,用于出口的虾子,原产地必须具备出口资质。

医生提醒:死虾非常容易变质

武汉大学中南医院消化内科主任医师施先艳介绍,小龙虾与螃蟹的蛋白质含量很高,死后腐败速度很快,非常容易变质。虾蟹体内蛋白质构成中含有大量组氨酸,死后组氨酸迅速转化为有毒物质组胺,就是烧煮后也很难消除,它会引起人体过敏等不良反应,可能会导致急性肠胃炎。

其次,小龙虾与螃蟹死后腐败分解时易滋生肉毒杆菌等细菌,也会引起急性肠胃炎。加上虾蟹都是底栖生物,平时以微生物为食,本来就易沾染细菌,所以建议市民尽量吃新鲜活虾,不要食用死亡的虾蟹。
