　　从今天起至5日，应中共中央总书记、国家主席习近平邀请，老挝人民革命党中央新任总书记、国家主席本扬来华进行正式友好访问。

　　常看新华社稿件的小伙伴会发现，与以往大多数情况略有不同，这次习近平是以中共中央总书记和国家主席的双重身份邀请外宾来访的。为什么？因为本扬既是国家元首，也是老挝人民革命党中央总书记，他这次来访首先是以中国共产党的客人身份来的。今天，“解码外交”就来讲讲中国共产党的客人。

　　接待党邀请的外宾来访，是党际外交的任务之一，一般由党的机构来负责。中共中央对外联络部就是负责中国共产党对外工作的职能部门，也被许多人称为“党的外交部”。由中国共产党邀请来访的外宾、团组等，一般都由中联部负责接待。那么具体邀请的都有哪些外宾呢？

　　只跟社会主义国家政党打交道？早不是啦！

　　有人以为中国共产党的客人只来自古巴、朝鲜、老挝、越南等社会主义国家，其实早就大大超越啦！1984年中国共产党邀请德国社民党主席勃兰特访华时，就已经明确提出了“超越意识形态差异，谋求相互理解和合作”的主张。现在打开世界地图看看，中国共产党已同160多个国家和地区的600多个政党和政治组织建立了关系，其中既有中左翼政党，也有中右翼政党，还包括一些新兴政党。要说中国共产党的朋友遍天下，那可是名副其实。

　　中国共产党的对外交往非常活跃。举例来说，中联部部长宋涛去年12月履新以来，已经接待了40多批外宾，既有来自朝鲜、老挝、越南等社会主义国家的，也有来自美国、德国、加拿大等西方发达国家的，还有蒙古国、坦桑尼亚等广大发展中国家的，范围遍布五大洲。

　　只与执政党来往？才不是呢。

　　大家还记得去年6月昂山素季对北京的访问吧。当时，她是作为缅甸全国民主联盟主席来华访问的，那时的民盟仍是在野党。当前，民盟已经赢得缅甸大选，成为了执政党。

　　还有中共代表团不久前访问印尼时见到的前总统梅加瓦蒂，她本人早已不在政府任职，但还是主要执政党民主斗争党的总主席，和中国共产党的关系仍然很热络。去年她还应中共的邀请来北京参加了亚洲政党丝绸之路专题会议。

　　从这两个例子就可以看出，不管是执政党，还是参政党，或是在野党，只要是合法政党，对发展双边关系、夯实两国关系的社会和民意基础有益，中国共产党都愿意和他们做朋友！

　　新老朋友、各界人士，中国共产党的人脉非常广！

　　中国共产党的客人当然绝大多数是政党领导人，但是，也不限于此。前不久，斯里兰卡总理维克勒马辛哈和尼泊尔总理奥利访华期间，都与中联部负责人会面。这是为什么呢？因为维克勒马辛哈也是斯里兰卡统一国民党领袖，奥利则是尼泊尔共产党（联合马列）主席，他们和所属政党都与中共交往多年，当了总理也还惦记着要与中国共产党的对外部门负责人见面叙旧。

　　这次来访的本扬，还有刚才提到的梅加瓦蒂，都是资深政治家，也是中国共产党的老朋友，彼此之间的友谊历久弥新。但是，中国共产党的朋友圈里，年轻朋友也占很大比重呢。

　　年仅38岁的“格鲁吉亚梦想——民主格鲁吉亚”党总书记、副总理卡拉泽去年就曾应邀访华；今年3月，柬埔寨人民党青年政治家考察团来访，57名成员里包括17名副部级新生代政治家；还有去年召开的中国与中东欧青年政治家论坛。主动结交各国政党青年新秀，增进他们对中国和中国共产党的了解和理解，为今后推进中方同这些国家的关系积蓄“人脉”，是党际外交的重要内涵和突出特色。

　　英国前首相布莱尔、去年才卸任总统的坦桑尼亚革命党主席基奎特，都曾在上个世纪80年代作为党内青年政治家应邀访华。每次听他们说起对华印象，都是从“说来话长”起头的。像这样的例子，在中国共产党的朋友中还有很多，正是在这样从青年开始的长期交往中，大家彼此增进了了解和信任，促进了友谊与合作。

　　除了政党领导人，中国共产党的“朋友圈”也在不断拓展。去年10月的亚洲政党丝绸之路专题会议，就专门组织了配套的“一带一路”工商界对话和媒体论坛，政党、智库、媒体共同交流，党际外交与公共外交、民间外交有机地结合起来。

　　当今世界，越来越多元的角色活跃在各国政治舞台上。与这些有影响的智库、企业和媒体打交道，让他们了解并认同我们的和平发展道路和合作共赢理念，也是政党外交新时期的重要使命。

　　这么多交往对象，绝对不是一日之功。中国共产党的对外交往从党诞生之日起就开始了。本着 “独立自主、完全平等、互相尊重、互不干涉内部事务”的党际关系四项原则，党的交往范围不断拓展，在整体外交工作中发挥的作用当然也就越来越突出。

　　习近平说过，党的对外工作要“努力成为促进我国对外关系发展的重要途径，成为展示党的良好国际形象的重要窗口，成为党员领导干部观察和研究世界的重要平台，成为借鉴国外经验、为中央决策服务的重要渠道”。今天，“解码外交”先“科普”基本知识，党际外交的具体做法，咱们以后接着聊。
