　　2016年5月4日，上海公安交警部门正式启动视频举报交通违法查处工作。

　　澎湃新闻记者从上海警方获悉，群众车载行车记录仪记录的闯红灯、违法占用专用车道等机动车交通违法视频资料均可作为举报的内容，公安机关核查确认后将依法对违法人员进行处罚。此项工作此前已在公交行业开展试点。

　　闯红灯、违法占用公交车道、实线变道、车窗抛物以及其他能够通过车载视频装置完整记录的机动车行驶过程中的交通违法行为，都可以向公安交警部门举报。公安交警部门通过查阅“视频举报平台”违法线索情况，并在一个工作日内将线索初步审核、采纳意见反馈举报人。

　　网络举报和窗口举报都可以

　　警方表示，视频举报交通违法可以有多种方式。

　　一是网上举报。举报人可以登录“上海市公安局交通违法视频举报平台”（网址：http://sh.122.gov.cn/jb）。澎湃新闻在该网页看到，举报人需要填写真实姓名、身份证信息和准确联系方式，如实描述违法行为发生时间、地点、违法机动车牌号、外观和具体违法行为，并上传视频。对于举报人不愿公开姓名和举报行为的，公安交警部门将为其保密。

　　二是窗口举报。举报人可以持原始视频资料，到违法发生地交警支（大）队进行违法举报，交警部门会向举报人进一步核实举报线索。

　　另外，市民也可以通过信访、“12345市民热线”等渠道反映违法线索，属地交警部门将及时与举报人取得联系。

　　举报车辆违法的视频必须满足一定的条件才可以被采纳。

　　据上海警方介绍，举报车辆违法的视频要求是合法获取的原始视频资料，不能进行编辑或改动，清晰、准确、完整记录交通违法的时间、地点、车辆类型、号牌、外观特征以及违法行为全过程，能够印证举报内容。

　　除此之外，澎湃新闻在该网站注意到，一行红色字体提示：视频长度一般不超过1分钟，大小不超过100M。并且，也对违法行为的时效性提出了要求，举报人要在交通违法行为发生之日起3日内，上传举报视频。

　　同时，市民必须实名举报，留下真实的联系方式，便于办案人员进一步调查，并配合公安交警部门做好受案调查工作和视频下载工作。对于市民关心的保护举报人隐私的问题，警方表示，将做好保密工作，在公安交警部门开展受案调查工作中，会对举报人进行调查询问，并制作询问笔录。举报人不愿公开自己姓名或举报行为的，公安机关会在受案登记时予以注明，并为其保密。

　　澎湃新闻记者查阅发现，公安部《关于根据交通技术监控记录资料处理交通违法行为的指导意见》指出，对群众拍摄记录并在违法行为发生之日起三日内举报的机动车闯红灯、违法占用专用车道行驶等违法行为，要通过询问举报人和涉嫌违法车辆所有人、管理人等形式认真调查核实，对提供的记录资料严格审核，符合证据要求的，可以作为违法信息录入公安交通管理综合应用平台。
