无锡“4·30”火灾爆炸事故中涉事企业非法改造设备

　　中新网南京5月4日电  (记者 孙权)无锡市惠山区安全生产监督管理局4日发布了石塘湾通安助剂厂“4·30”火灾爆炸事故通报。通报中称，从初步调查的情况看，这起事故背后存在着企业违法出租，承租人(江苏亿迩佳新能源材料有限公司，为南通市的一家危化品经营企业)非法进行设备改造并扩大生产装置、擅自改变生产工艺和主要原料的浓度(双氧水的浓度提高近一倍)等非法违法事实。

　　今年4月30日上午10时许，位于无锡市惠山区洛社镇的无锡通安助剂厂在生产过程中，真空系统突然燃爆引发大火，车间、仓库内的原料、成品因大火燃烧引发爆炸。接到报警后，无锡市和惠山区消防、公安、安监、环保、卫生、气象等部门和当地政府立即赶赴现场进行应急救援。11时30分，火灾现场的明火被扑灭。

　　上述事故将通安助剂厂厂房及附属建筑夷为平地，两层办公楼基本损毁，生产设备、原料、成品全部烧毁、报废；爆炸的冲击波导致周边民房、厂房门窗不同程度的损坏；附近部分农作物、蔬菜大棚遭损毁；

　　与通安助剂厂西侧相邻的两跨厂房严重毁坏，其他厂房、办公楼及部分设施损坏严重。

　　上述通报中提到，事故虽对当地环境未造成较大污染，现场也无人员伤亡，但由于事发地邻近城际铁路、惠澄大道等交通要道，又值“五一”假期，事故过程中熊熊大火、滚滚浓烟以及威力巨大的爆炸，给民众造成一定的恐慌，造成了恶劣的社会影响。

　　据悉，承租人江苏亿迩佳新能源材料有限公司于4月24日开始投料试生产以后，在29日已经出现事故征兆的情况下，非但没有立即停产检查并彻底排除险情，而是继续冒险组织试生产，最终导致火灾爆炸事故的发生。
