中方：所谓“穷尽双边手段”是菲律宾又一谎言
中新社北京5月5日电 (叶秋曈)针对近日各方对于菲律宾南海仲裁案有关言论，中国外交部发言人洪磊在5日的例行记者会上分别作出回应。他表示，菲单方面提起并强行推进仲裁这种非法行为背离《联合国海洋法公约》的宗旨，损害《公约》的完整性和权威性。而菲方近日声称的“穷尽双边手段”则是其编造的又一谎言。
　　有记者问，有些人说，中国必须接受菲律宾单方面提起的南海仲裁，否则就是不遵守国际法。也有国际法专家认为，菲律宾南海仲裁案违反《联合国海洋法公约》，违背国际法治。中方对此有何评论？
　　洪磊回应称，中国不接受、不参与菲律宾单方面提起的南海仲裁是依法行事。
　　他强调，中菲南海争议的焦点核心是菲律宾非法侵占中国南沙岛礁以及中菲之间的海洋权益争夺，《联合国海洋法公约》对此不适用。菲律宾单方面提起并强行推进仲裁是想通过包装来掩盖其非法侵占中国南海岛礁的事实，洗白他的非法侵占行为。菲律宾的仲裁从一开始就缺乏合法性和正当性，实际上是故意披上法律外衣对中国进行政治挑衅，个别国家以法治之名绑架国际法治，实际是为了一己私利，是打着法治的名义破坏法治，破坏国际公平与正义，中方坚决反对。

　　对此，洪磊指出，中国与菲律宾已通过一系列双边、多边文件选择了通过谈判方式解决南海有关争议，但菲方背弃了自己的承诺。中方对菲谈判的大门始终是敞开的。中菲之间针对加强互信、管控争议和海上合作有过密切接触和多轮磋商，但菲方从未就其提起仲裁的任何一项诉求事项同中方进行过任何谈判。所谓“穷尽双边手段”根本就是菲律宾编造的又一谎言。
