　　“他党性全无，心中无党，心中无戒，这是他违纪的根源。”执纪人员说，李自成做官，以有没有好处为标准，只要能升官发财，什么制度和规矩都不顾，结果是权力越大，危害越大。

　　“胆大妄为”，“说一不二”背后是大搞“小圈子”

　　李自成的忏悔：自己的违纪违法事实，就是不敬畏法纪，胡作非为的结果，不能拿的拿了，不该收的收了，明知道这是违纪违法的，仍然胆大妄为。

　　执纪人员告诉记者，李自成的违纪，早已不是第一次。

　　上世纪90年代，他在怀化市里工作的时候，就曾因收受红包被市纪委查处，当时他也“深刻反省”，可过了段时间就“好了伤疤忘了痛”，红包照收、礼金照拿，任县委书记以后，愈加胆大妄为，甚至党的十八大后面对正风肃纪高压态势，依然不收敛、不收手。

　　2013年，他担任怀化市副市长后，多次出面给外甥蔡某的生意打招呼，蔡某对其感恩戴德，逢年过节都有“孝敬”。2014年，他装修长沙某处住房时，蔡某更是“主动”替其支付了一笔装修款，他对此十分满意。

　　“看到别人贪财犯罪，也常说钱财是身外之物，生不带来、死不带去，但到了自己身上，占据了大量非法钱财而没有去想如何自省放下，鬼迷心窍，最终落得人财两空。”落马后，李自成忏悔说。

　　执纪人员告诉记者，李自成违纪的一大特点，是通过用人权组成“小圈子”，进而控制干预经济活动。

　　任溆浦县委书记时，他在关键部门都安插上自己的心腹，不合他意的干部，要么被要求提前退休，要么“靠边站”。

　　“小圈子”里的人为了报答他的“提拔重用”，不仅逢年过节“孝敬”，更“投桃报李”，只要是他的“招呼”，无不“绿灯放行”，这更加助长了他的嚣张气焰。

　　执纪人员告诉记者，李自成在溆浦大搞政绩工程，他直接指定了溆浦县人民公园、橘颂坝、绕城线三个项目的承包人，并要求降低土地评估价格，方便其亲属和奉上好处的老板承揽工程。这个过程中，他“小圈子”里的人起到了推波助澜的作用。

　　而结果，他指定的这三个项目，人民公园项目和绕城线项目，仅完成第一期就无法继续，成了烂尾工程；橘颂坝项目才建成就被水冲毁，是典型的豆腐渣工程。这些给国家和人民造成巨大损失，群众议论纷纷。

　　“他为了一己之私，造成了巨大损失。”执纪人员说，李自成一心想通过搞大项目、大活动，产生大影响，留下大名声，好升官发财，结果被人戳着脊梁骨“落马”，教训深刻。

　　“明目张胆”，“全家受益”背后是家风败坏

　　李自成的忏悔：从自己懂事以来没有像今天这样痛苦过，特别是家人亲人无一幸免，使自己痛苦万分。家庭家族过去因我而自豪，现在因我而痛不欲生。

　　古人说，父母之爱子，则为之计深远。李自成之爱女，算计也深，甚至不惜动用职权帮着“走捷径”，结果却毁了自己害了家人，悔之晚矣。

　　2009年7月，他到珠海与一老板洽谈投资事宜，特地把即将从广州美院毕业的女儿李某介绍给该老板认识。该老板见状，询问李某毕业后的去向，表示如果到英国留学，可以由他来“安排”，如果要创业也可以“支持”一笔钱。

　　李自成表示“很吃惊、很意外”，随后便和女儿李某商量此事。李某心里忐忑，表示不想去留学，想自己创业，并询问他：“这样大的‘创业支持’有没有问题，安不安全？”李自成不以为意。

　　此后，他亲自起草了女儿的“创业方案”，提出拟成立广告公司需要巨额启动资金等事项，为此多次和该老板“沟通”，对该老板生意多有“关照”。2010年10月，该老板支持李某创业的巨资终于到账。

　　除此之外，李自成还放纵家人大肆收受红包礼金，女儿的婚事、外孙的出生等都成了收钱的“大好时机”。他“一人当官，全家受益”，家风败坏，影响恶劣。
