　　日常生活中，欠钱不还的“老赖”最受小伙伴们鄙视和痛恨。最近，江西“老赖”章主恩被判，他的“奇葩”事迹引起了长安街知事（微信ID：Capitalnews）的注意。

　　章主恩身负两百余起官司，欠债总额高达7530万元，以种种恶劣手段赖账不还，是江湖上知名的“头号老赖”。最让人意想不到的是，由于他的赖账，曲折牵连出副国级老虎的落马。

　　事情是如何发生的呢？章主恩有一个生意伙伴刘建军，刘曾在吉安市委工作，从政之余还违规经商。他通过中间人介绍，认识了自称是江西省委书记苏荣外甥的曹正光，实际上曹只是苏荣之子苏铁志的酒肉朋友。刘建军花巨资给曹、苏买了豪车，曹正光在2011年成功帮他当上了新干县的副县长，刘遂对曹佩服得五体投地。

　　后来，章主恩和刘建军发生生意上的纠纷，章发挥其“老赖”本色，令刘损失惨重。为了翻本，刘找到了南昌市高新区管委会主任雷霆，从其下属的创投公司骗取了2.3亿元存款，谁知这笔钱也运作失败。2013年5月，创投公司财务人员发现公司账户余额所剩无几，马上报警。

　　当时，中央第八巡视组正在江西巡视，创投公司的线索引起了注意，第一张多米诺骨牌随之倒下，刘建军、雷霆、曹正光、苏铁志相继被查，江西官场迎来地震，已位列副国级高位的全国政协副主席苏荣也中箭落马。

　　讽刺的是，苏荣刚出任江西省委书记时信心满满，曾亲自处理有关章主恩的重大信访件，然而事实证明他只是走个过场，这为他日后的倒台埋下了定时炸弹。

　　上月落马的张越，不仅是郭某某主导的“盘古会”的核心成员，还与方正集团的李某过从甚密。郭与李关系破裂后，张越用假身份专门赶到香港，试图当“和事佬”，平息双方的争端。结果没成功，双方撕破脸皮。2015年1月4日，李某被相关部门带走，1月16日，中纪委宣布国安部原副部长马建接受调查。如今张越落马，“盘古会”基本瓦解。

　　人称“最牛开发商”的赵晋，在天津、济南、南京拥有十几个房地产项目，全部位于当地最繁华路段。2014年6月，赵晋被带走调查，之后一年多内，赵少麟、何家成、王敏、杨卫泽、武长顺、周本顺等与之有瓜葛的省部级官员相继落马，“赵衙内”能量之大令人瞠目结舌。

　　一两个商人被抓就能成为引爆地方官场的导火索，看上去这是无稽之谈，实则是地方“关键少数”落实管党治党责任不力带来的恶果。

　　习总在中纪委六次全会上就提到，各级领导班子一把手是“关键少数”中的“关键少数”。一把手违纪违法最易产生催化、连锁反应，甚至造成区域性、系统性、塌方式腐败。

　　像苏荣这样的“关键少数”，自己涉腐，全家涉腐，就更谈不上落实党风廉政建设的主体责任了，最终只能是带坏一方干部队伍。他们以为自己织的关系网有多么严密、稳固，实际上漏洞百出，只要一个小角落出问题，就足以引爆其贪腐集团！
