Recently, the regulations on protection of cultivated land in Heilongjiang province by province, the 12th session of the 25th meeting of the Standing Committee of the people's Congress considered officially released, will be implemented on July 1.

Requires Governments at all levels strictly controls the conversion to non-arable land, ensuring that this does not reduce the total cultivated land in the administrative area; land for non-agricultural construction projects, strictly for the balance and off-site compensation requirements. The people's Governments above the county level shall organize farmland infrastructure construction, and the construction project is in cultivated land quality protection requirements for monitoring, inspection and acceptance.

黑龙江立法保护黑土地：严控耕地转非耕地

　　近日，《黑龙江省耕地保护条例》经省第十二届人民代表大会常务委员会第二十五次会议审议正式对外发布，将于7月1日正式实施。

　　黑龙江是全国最大的商品粮生产基地，耕地总量位居全国第一，切实保护耕地对保障国家粮食安全、构建国家生态安全屏障具有重要意义。此次出台的《条例》明确了各级政府及部门、乡镇和街道办事处在耕地保护管理方面的职责。《条例》规定，县级以上人民政府是耕地保护建设和整治的主体；乡镇人民政府、街道办事处负责开展耕地保护巡查；各级农业、国土资源、发展和改革、水行政等部门分别负责耕地质量及数量保护、生态高标准农田建设规划组织实施、农田水利基础设施建设的监督管理等工作。

　　《条例》整合相关规定，对耕地实行全面保护和建设。

　　要求各级人民政府严格控制耕地转为非耕地，确保本行政区域内耕地总量不减少；非农业建设项目占用耕地，严格占补平衡和异地占补要求。县级以上人民政府要组织开展耕地基础设施建设，并对建设项目是否符合耕地质量保护要求进行监督、检查和验收。

　　《条例》要求，建立并落实耕地质量监测机制。县级以上农业、国土资源行政主管部门每年开展耕地质量和土地等级监测。省农业、国土资源行政主管部门分别建立耕地质量数据库和耕地等级数据库，并实现互联互通、信息共享。
