　　日前，《法制晚报》（微信ID：fzwb_52165216）记者对从全国范围内查阅到的莆田系医院相关案件进行梳理发现，当年媒体披露的种种问题，如聘请没有资质的医生给患者看病、使用无合格证的医疗器械、弄虚作假骗取医疗保险金等，这些年来仍然存在。

　　聘用“黑医生”

　　2014年2月20日广东省东莞市中级法院宣判的原深圳市卫计委主任江捍平受贿案，暴露了官员和莆田系医院的权钱交易黑幕。

　　江捍平，先后担任过深圳市南山区政府计生办主任、深圳市计生办副主任、深圳市卫生局副局长、局长、党委书记，直至深圳市卫计委员主任、党组书记。在他的多起受贿事实中，行贿人之一是深圳市博爱投资有限公司老板林某。

　　法院审理后认定，江捍平在担任深圳市卫生局副局长、局长、深圳市卫计委主任、党组书记期间，多次为深圳市博爱投资有限公司老板林某开办、经营医院提供便利和关照，包括动员深圳市儿童医院院长到远东妇儿专科医院任职并为其办理多点执业许可，安排领导多次到远东妇儿专科医院视察以扩大影响，推动医院发展等。

　　为表示感谢，2007年至2012年的每年春节、中秋节，林某都会送钱给江捍平，分12次共送款60万元。其中2007年中秋节前和2011年春节期间，林某在江捍平的办公室各送10万元，其余每年春节、中秋共10次在江捍平办公室各送款4万元。

　　承认送钱是希望领导关照自家医院

　　深圳市博爱投资有限公司董事长林某作证时承认，自己为感谢江捍平在远东妇儿专科医院成立、发展过程中的关照和帮助，给江捍平送过60万元。

　　他作证表示：“大约2005年下半年，我收购深圳深南路边的远东大厦打算用来筹建一家综合性医院，但因远东大厦周边已有几家综合性医院，市卫生局不能再批建了。后来江捍平建议其将医院改为儿科、妇产科方面的专科医院。在江的建议和帮助下，远东妇儿专科医院获得了批准。”

　　他还表示，在医院筹建的其他问题上江捍平也给了指导意见。2007年下半年，远东妇儿专科医院顺利试营业。2008年江捍平带队到远东妇儿专科医院调研，2009年江捍平陪同广东省卫生厅姚志彬厅长和深圳市副市长唐杰两次视察远东妇儿专科医院，对医院发展起到很大帮助，这一年，江捍平还帮助他引进了深圳市儿童医院原院长李某。

　　江捍平被抓后自己也曾承认，称林某送钱主要有四点原因，一是因为自己对他办医院给过很多指导，二是在医院人才引进上给过支持，三是安排不少领导视察医院，四是希望自己对他开的其他多家医院也能关照。最终，这位卫生系统高官被判刑9年，并处没收财产150万元，林某被另案处理。
