  魏则西曾在网络上寻觅着生的希望,而莆田系曾经的商业伙伴陈元发,却已经成为了一个举报者。


  2013年开始,曾经为莆田系重要家族之一的陈氏兄弟开疆拓土立下汗马功劳的陈元发走上了一条不归路:2013年8月至2014年4月,他通过各种途径陆续公布其与陈氏兄弟(陈新贤、陈新喜)的经济纠纷细节,其举报中还涉及到莆田系与上百家医院的合作细节,其中包括了80余家军队医院。


  5月3日到5月4日,《中国经营报》记者在昆明某处与陈元发多次交流,陈元发也接受了本报记者的采访。


  《中国经营报》:莆田系与军队医院实现合作,一般会采取什么方式呢?


  陈元发:我原来所在公司(指上海康新医院投资管理有限公司)一般是由开发部派出经理,与医院方面进行谈判,先由一些熟人介绍,有些是部队领导牵线,有些是已经合作过的院长再介绍,谈判对象是相关医院院长;前期谈判过程中,我们跟中间人以及意向合作医院的院长,会送一些礼品或礼金,一般拿下一个医院,前期少则几万的费用,大则几十万,一些大的医院可能会到一百万。


  《中国经营报》:与军队医院合作中,内部运作管理一般是怎样的?


  陈元发:一般而言是由我们提供医疗设备、医疗技术、人才培训、还有市场营销,广告宣传等,管理上还是以医院为主,我们为辅共同参与管理。


  《中国经营报》:相关合作科室人员配备,以及工资等是如何发放的?


  陈元发:在人员配比上,根据不同医院的规模,相关合作科室一般少则30人,多者上百人,劳动合同大部分是跟医院签订的,我们康新公司负责他们的劳动报酬,支付的报酬一般不会转账,大部分都是现金支付,医护人员的收入少则几千,多者几万。


  《中国经营报》:有知情人士说一些医生甚至一年收入高达上百万?


  陈元发:在医生提成上,早期按照毛收入的2-3%,后面逐步到6-8%都有,上百万的收入确实也存在,但是主要在一些利润极高的科室产生,比如肝病科的医生。


  《中国经营报》:公立医院以及民营医院经常会发生一些医疗纠纷,跟军队医院合作出现这种情况,如何处理?


  陈元发:有些医疗事故发生了之后,由医院方面进行处理,由于军队医院的特殊性,一般来说不会出现医闹方面的问题。


  《中国经营报》:您与陈氏兄弟出现矛盾的诱因是什么?


  陈元发:我在2012年4月曾经就公司管理过程中出现的问题,以及分红不及时兑现等问题提出了建议,但是公司并不重视这些意见也兑现分红,最终只能走上了举报之路。


  《中国经营报》:陈氏兄弟进入军队医院算比较早的吗?


  陈元发:陈氏兄弟是莆田系中介入军队医院比较早的一批力量,他们最早是从四川某武警医院介入,并通过相关人脉不断拓展,所以在2004年卫生部整顿公立医院科室承租问题时,他们依托军队医院业绩反而取得大幅度的增长,而在2007年政策放宽之时,陈氏兄弟合作的军队医院已经有30多家,到了2011年则达到了80余家。


  《中国经营报》:魏则西事件发生后,莆田系受到了各方质疑,你认为这对于莆田系会带来致命打击吗?


  陈元发:去年莆田系的收入有数据说是2000多亿,这个数据到底准确有多准确谁也不清楚,但是近几年来莆田系的运营并不理想,行业出现了成本提高、患者的选择性增多、医疗信息来源也越来越充足等情况;从短期来看魏则西事件会对莆田系带来冲击,会迎来洗牌,但是长远看,也逼迫莆田系进行调整,更加注重医疗质量和服务水平,同时莆田系还需要走专科特色,走高精尖的路线,形成差异化竞争。
