早在4月中旬，“电e宝”曾举行启动仪式，国网相关负责人宣布将“逐步引导客户将‘电e宝’作为电费交纳的主渠道”。但记者注意到，“电e宝”APP大部分功能至今并未推出，而且要实现其全部功能，还需要另外下载一些伴随性APP。
即便如此，在“电e宝”背后，国家电网的电商战略正逐渐浮出水面。

而如果想要使用这个APP全部功能，下载“电e宝”一个APP是不能实现的。其中的“金财贷”、“国网商城”、“国网商旅”、“掌上电力”都需要链接到同名APP，一轮点击结束，用户手机桌面将增加4个“电e宝”伴侣。
根据客服人员的介绍，“电e宝”目前开通了充值、提现、转账、支付、信用卡还款等功能，还有生活缴费、金财贷、国网商城、电费小红包、供电窗、掌上电力等功能。
“电e宝”可以绑定银行卡进行快捷支付或提现，但目前只支持银行卡支付，客服人员回复说，目前没有接到会增加支付宝或微信支付接口的通知。
国网电商战略浮出水面
记者查询工商信息发现，国网电商公司今年1月注册成立，注册资本达10亿元，为国家电网公司直接全资控股，“国网电e宝”的商标注册就以该公司名义申请。
来自国家电网报的消息称，成立国网电商公司是为“响应国家‘互联网+’行动计划，准确把握互联网经济发展机遇”。该公司下一步将重点发展电费代收、电动汽车、客户工程、分布式电源、节能服务等业务。
记者注意到，“电e宝”APP所有者信息显示为北京汇通金财信息科技有限公司（以下简称汇通金财），该公司为国网通信产业集团和英大商务服务有限公司于2008年5月合资成立，业务涵盖电子商务与第三方支付、IT服务、软件开发、系统集成和创新技术研发应用等领域。
汇通金财旗下P2P平台金财贷在“电e宝”APP中也显示在显要位置，值得注意的是，汇通金财似乎并无支付牌照，其金财贷平台资金由另一家第三方支付平台易宝支付进行托管。
展曙光分析称，国家电网具有法定的特殊垄断地位，必然对它的竞争有限制，比一般企业监管要求和责任都高。这种情况去竞争，难度还是很大。中粮的我买网就是先例，能不能解决中粮曾经面临的问题是很大考验。
