  广钢新城卖出了277亿元,在广州“地王”的光鲜背后,鲜为人知的是,这座备受关注的新城,同时也可能是广东省内最大的“毒地”。


  据搜狐财经《潜望》调查报道,广钢新城目前土壤修复方案尚有争议,土壤修复招标仅仅三个月后,各路房产商即已盖楼,公开售卖。


  “毒地”事件曝光,房企该如何应对?


  广钢新城确实存土地污染


  为探究“毒地”的真假,《每日经济新闻》记者查看广州市环境保护局官网,资料显示,广钢新城所在地确实存在土地污染。


  2013年12月,广钢委托广东省生态环境和土壤研究所编制《广钢集团白鹤洞地块(北区)土壤状况调查及修复方案》。结果显示,广钢地块有51.75万立方米受污染土壤需修复,其中北区量最大,污染土壤量近2/3。


  中科院土壤修复专家在内不少业内人士曾向媒体透露,广钢地块的重金属、多环芳烃100年都难降解,这些污染物缓慢挥发或者污染物颗粒混合其他污染物形成气溶胶在空气中传输,对居民尤其是老人和小孩有致癌风险。


  《每日经济新闻》记者采访了进驻广钢新城的一位开发商,对方表示,确实存在金属超标等土壤污染问题,但项目的所有手续均按照政府规定办好,政府环评工作已经做好,土壤修复工作已经在进行,具体修复结束时间暂时不清楚。


  据公开信息显示,2015年5月29日,广钢“毒地”修复开始对外招标;2015年5月21日,广州市环保局批复《广钢集团白鹤洞污染土壤修复技术方案》;5月29日,广钢公布“广钢白鹤洞地块污染土壤修复招标公告”。北京建工环境修复股份有限公司以4.399亿元中标,服务周期为443日,预计到2016年7月才能修复完成。


  据搜狐财经《潜望》报道,2016年4月,记者多次探访广钢污染土壤地块修复现场,发现北区33.3万立方的污染土壤已被清挖、运输、暂存至南区的两个巨型胶囊状的充气膜大棚里,大棚所在地是昔日广钢煤场。去年12月修复厂房区域还是空地,目前修复厂房建好,正在场内施工修复。


  国内多位土壤修复权威专家表示“挖土肯定不是修复,即使要异位修复,也需要修复好再开发”,由于“毒土”中有害物随着土壤挖掘过程会挥发,不挖土比土挖出来堆着更好。


  修复未结束 项目已开卖


  广钢新城的建设似乎并没有因为“毒地”修复工作尚未完成而放缓,广钢新城目前有7家开发商在开发广钢北区:中海、保利、金融街、珠海华发、深圳振业、北大资源、方兴,其中多个项目已经落成。中海、金融街、葛洲坝等三个项目进入销售阶段,广州金茂府已开放体验中心,北大资源·博雅1898已开放销售中心,目前处于认筹阶段。华发中央公园、深圳振业的广州振业城等北区其他楼盘工地同样在开工建设。


  据《每日经济新闻》记者了解,广钢新城最早开卖的项目为中海花湾壹号,地块于2014年2月以39.49亿元总价竞得,配建90000平方米拆迁安置房,折合楼面地价18471元/平方米,建8栋33~51层高层建筑,包括2栋51层还迁房、5栋49层住宅以及1栋33层商务办公楼,建筑密度为40%。


  中海花湾壹号于2015年9月开盘,阳光家缘数据显示,截至2016年5月4日共成交900套,均价30783元/平方米,累计未售套数为3293,去化21.4%。


  广钢新城第二个开售的项目为金融街融穗华府,也是金融街控股进入广州后的首个项目。去年9月开放营销中心暨实体样板房。网易房产消息显示,项目将建8栋高层建筑,总货量1655套,主推70~110平方米带精装中小户型。阳光家缘数据显示,金融街融穗华府已售189套,均价29985元/平方米,累计未售510套,整体去化率27%。


  葛洲坝保利曼城于5月1日开放销售中心,主推是A1、A2栋,82~111平方米超高性价比的三房产品,在售价为28000~32000元/平方米,当天销售百套,成交金额近2亿元。


  网易房产报道显示,据保利相关人士透露,葛洲坝保利曼城五一假期3天销量突破5亿元。


  《每日经济新闻》记者查看阳光家缘网签数据,截至5月4日,葛洲坝保利曼城成交142套,成交均价28989元/平方米,成交金额3.8亿元,累计未售354套,去化28.6%。


  记者致电金融街融穗华府项目负责人询问情况,对方表示不方便接受采访。


  保利地产副总经理余英在接受《每日经济新闻》记者采访时表示,项目环评已通过,领取规划许可证需要环评报告,政府卖的地已经修复了,分期开发。葛洲坝保利曼城项目所在是停车、卸料的位置,没有车间,环评报告显示没有污染。


  余英补充道,土壤修复工作在南区白色大棚进行。


  业内知名房地产专家向《每日经济新闻》记者表示,土壤中的毒素需要通过第三方鉴定,明确涉毒土壤深度以及含毒量,土壤修复要符合相关标准,如未经修复就拿来作开发是对人民生命健康不负责任的行为。


  记者对比阳光家缘成交数据发现,截至5月4日,广钢新城在售项目去化均在两成左右,中海花湾壹号是广钢新城销售数量最多的项目。据搜房网数据显示,花湾壹号B7栋最早的交楼时间为2017年12月,金融街融穗华交房时间为2016年12月,葛洲坝·保利曼城一期洋房交房时间为2017年12月。


  搜狐财经报道显示,广钢新城“毒土”规定的修复期仅443天,可供参考的是,美国拉夫运河小区“毒地”修复从1983年开始至2004年取得阶段性成果耗时21年,全部修复工作都未完成,仅1/3居民回迁。


  经过443天的修复后环评能不能通过存在未知,交楼时能否保证土地安全无害暂时未知。


  “毒地”消息传出,在一定程度上会对楼盘销售造成一定影响。在广州仅有2个项目在售的中海承受较大压力。广州中海花湾壹号项目负责人向《每日经济新闻》表示,项目正常推进,关于事件对项目销售的影响并未正面回应。


  据观点新媒体报道,广州中海今年销售目标为100亿元,仅中海誉城以及中海花湾壹号两个项目在售,从阳光家缘4月网签来看,中海誉城去化达95%,也就意味着2016年广州中海的业绩压力落在了中海花湾壹号上。


  记者查看阳关家缘网签数据,截至2016年5月2日,中海广州两个项目实现销售金额26.9亿元,距离100亿目标差距较大。


  业绩压力大,中海花湾壹号着急开工入市似乎也是情理之中。遭遇“毒地”事件,中海花湾壹号或许面临更大的销售压力。


  多位广州业内知名房地产专家表示,“毒地”事件对房地产销售会造成一定影响,但如果采取公开透明的方式,科学鉴定,可以很快消除市场疑虑。从过往来看,广州出现过“毒地”事件,经过整治后,房地产销售可以顺利进行,政府有一个详细的修复时间表,能减小对房地产销售带来的影响,关键点在于能否拿出有力的证据。


  早前,广东省城乡规划设计研究院总工程师马向明曾表示,旧厂区若要规划为商住用地,就必须考虑土壤污染问题。他认为,在此前的白鹅潭经济圈规划中,广钢是最大的土地储备资源,考虑到原来是工业用地,土壤需要净化,曾计划将污染最严重的厂区建成工业遗产公园,而不进行房地产开发。
