补贴肉受到市民欢迎
昨天一早，在朝阳区甘露园物美店，猪肉销售柜台处挂着醒目的条幅——“欢迎购买北京市政府补贴肉”。
在生鲜猪肉销售柜台前，消费者可以选购多种补贴猪肉，包括后尖、五花肉、腔骨等。生鲜肉来自哪家企业、产品原价和补贴后的价格等都有明显标注。以后尖为例，其屠宰企业是“二商大红门”，补贴前零售价格为每斤14.98元，补贴后价格为12.48元，每斤降价2.5元。
记者注意到，有不少消费者并不知道政府补贴肉事宜，在看到横幅咨询工作人员后，都赶到补贴肉销售柜台前挑选产品。一大早到超市购买猪肉的张阿姨告诉记者：“买补贴猪肉便宜不少，非常开心”。
昨天下午，在超市发、京客隆等一些超市门店，记者发现，很多消费者也正在购买政府补贴鲜猪肉。昨天晚间，超市发总裁王增庆告诉记者，超市发当天的销售数据要到第二天才能统计出来，但是预估当天猪肉销量增长了20%左右。
春节以来，受生猪供应减少影响，本市猪肉价格高位运行，同比涨幅较大。市商务委日前发布消息称，从5月5日到7月4日，本市启动猪肉调控和政府储备冻猪肉投放工作。包括物美、京客隆、超市发、沃尔玛和家乐福等20家连锁超市，在所属555个（家）门店或大卖场以“北京市政府补贴猪肉”方式对8个品种普通猪肉降价销售，包括精瘦肉、通脊、前尖、后尖、瘦肉馅、普通肉馅、五花肉和腔骨（不含纯肋排）等，每斤降价2.5元。
储备冻肉关注度稍低
政府除了对8种生鲜猪肉进行补贴外，同期还向市场投放储备冻猪肉，也进行补贴销售。每日投放5万公斤政府储备冻猪肉，累计投放总量305万公斤。投放冻猪肉品种为二号肉（前腿瘦肉）和四号肉（后腿瘦肉）。
不过销售储备冻猪肉的超市门店比销售补贴生鲜猪肉的门店要少，包括物美、京客隆、家乐福、沃尔玛等8家连锁超市的121家门店。
据了解，政府投放给8家连锁超市的储备冻猪肉价格分别是：二号肉13.33元/斤，四号肉13.74元/斤。根据要求，8家连锁超市按照储备冻猪肉毛利率不超过调控前白条猪毛利率确定储备冻猪肉零售价，再以每斤降价4.5元的标准销售。
记者昨天下午在京客隆甜水园店发现，消费者大多还是关注补贴鲜猪肉，储备冻猪肉销售点顾客则相对较少。
“以往超市发没销售过冻猪肉”，超市发总裁王增庆告诉记者，虽然政府储备冻猪肉价格有很大的优势，但是从消费习惯看，消费者更愿意选择鲜猪肉。
问题
沃尔玛未按规定标注
沃尔玛宣武门店同时具有销售补贴生鲜肉和储备冻猪肉的资格，记者昨天下午在该超市发现，其猪肉销售网点没有任何相关补贴猪肉销售点的标识。
在现场，有不少大爷大妈正在询问销售人员。一位大妈说：“我们看报纸、电视上都说猪肉降价，你们这个是怎么降的，怎么没有标识？”销售人员称，柜台上的产品已经降过价了，只不过新的标签标牌还没做好。
但是这样的解释很难让消费者相信。“我们怎么知道这个价格就是降价后的？”一位大妈说。
随后一位工作人员过来跟记者解释，“之前的标签都已撤下了，现在标签上的价格就是降价后的。”他还从口袋里掏出之前的价签，但是记者发现在之前的价签基础上减去每斤2.5元的降价标准后，所得的价格并不等于新标签上的价格。
该工作人员又找来门店一位相关负责人，该负责人表示，上午北京市商务委的工作人员来到超市，也发现了超市没有规范补贴标识，主要原因是超市还没印制好，会尽快按要求去做。
昨天晚上，沃尔玛方面回应表示，公司正在协调制作相关标识，最迟今天所有门店的相关标识全部到位。
记者询问储备冻猪肉在哪里销售，工作人员指着一个冷藏柜里的肉馅说，这就是储备冻猪肉，我们已经绞成肉馅了。但是记者看不到任何有关“二号肉”“四号肉”的字样，标签上只是标了“猪肉末9：1”“猪肉末7：3”。而记者在京客隆甜水园店发现储备冻猪肉则被分割了放在冷柜销售。
“这类政府储备冻猪肉都缠着膜，每块10多斤，不太好分割”，物美有关负责人表示，物美以前曾尝试售卖冻猪肉，但是大部分顾客不愿接受，他们更愿意使用鲜猪肉炒菜。
这种冻肉在绞成肉馅的过程中已解冻，那么其保质期到底是多长时间？是否和冻猪肉一样？
对此，物美表示，这些产品当天若卖不完就销毁了。
个别超市仅对低等级产品降价
在另一家大型超市，记者发现，该超市对政府指定的8类产品的原价现价都进行了标注，原价9.9元的五花肉现价7.4元，原价12.8元的后尖现价10.3元，原价9.8元的前尖现价7.3元。
不过，在该超市的销售区域，记者看到现场工作人员将上述三种猪肉中的每一种都按不同方式切割成两种肉块，其中标签标注为“带皮五花肉”“带皮后腿”“带皮前腿”的三种按补贴价出售。而另外三款“优质五花肉”“整块前臀尖”“整块后臀尖”价格分别是13.98元、14.8元、14.78元。从外观看，后三种猪肉品质明显要好于前者。
记者询问后三个品种猪肉价格是否也是补贴后的价格，工作人员表示这三种不在补贴范围。至于原因，对方并没有解释。
该超市有关负责人则表示，超市方面严格按照市商务委要求悬挂横幅和告示等标识，明示顾客参与享受政府补贴的活动。
反应
市商务委将加强监督
北京市商务委储备调控处有关负责人表示，昨天是政府补贴猪肉销售第一天，市商务委工作人员也到各个超市巡访，确实发现了不少问题，譬如也发现了沃尔玛的问题，当时超市方面表示中午时间就能让横幅标识等到位。不过记者昨天下午3点多发现沃尔玛仍然没有按要求进行规范。
对于一些超市仅对品质低等的猪肉产品进行降价补贴的行为，该负责人表示，这肯定是违规的。
“只要是来自北京9家定点屠宰企业的8个品类的猪肉产品，无论是什么分割方式，都要按照要求进行降价，给予消费者补贴”，市商务委上述负责人表示。其实，超市降价的部分，最终将由第三方审计核实，根据实际销售情况，政府将返还给超市，因此超市的利润不仅丝毫不受损失，而且因为降价还会带动销售大涨，不知为何超市却对不同等级的产品区别对待。下一步商务委也将根据自身调查情况和市民反映的情况，尽快督促企业落实改正。

不补贴猪肉也开始促销
对于此次政府投放补贴猪肉，物美方面表示，目前物美每日猪肉销售量在40吨，预计从5月5日开始补贴销售后，销售量可以增长30%以上，每日销售量增长12吨以上。
另据了解，本次北京销售补贴猪肉，并不包括品牌猪肉。但是记者昨天在市场走访发现，像壹号土猪、黑猪也都开展各种促销变相降价，如壹号土猪买两盒送一盒。
另外物美方面表示，为配合北京市政府本次售价调控政策，对于部分不再调控范围内的商品，也积极响应北京市商委要求，做降价销售，让利消费者，例如所有骨头类商品也同步做了价格下调，像前排、熬汤的大棒骨等，每斤下调了1-2元。
新发地最新统计数据显示，4月29日，新发地白条猪的批发平均价比去年同期的8.38元/斤上涨48.57%。此前，针对猪肉价格上涨的问题，商务部新闻发言人沈丹阳和农业部新闻发言人叶贞琴4月初均作出了公开回应：预计2016年全年生猪价格将保持高位运行，但暴涨的可能性不大。沈丹阳表示，经历近两年半的下跌周期后，近一年来猪肉价格总体呈震荡上行走势。
