不过，相比电信、联通和中国移动，广电这个运营商具有先天缺陷，那就是缺少移动业务运营牌照，无法经营手机通讯等移动业务。在这一点缺憾下，广电集团的加入能多的是在宽带上与三大运营商展开竞争，而最为重要的移动业务仍然是三大巨头的天下。所以，有专家表示中国广电的加入无法带动行业真正“提速降费”。

三网融合是中国宽带、移动宽带互联网的发展走向，我国相关部门和企业已经在此领域布局多年，而中国广电则是三网融合的重点推动企业，此次广电获得基础基础业务电信经营许可证也标着着电信网、广播电视网和互联网将最终融合。

据了解，中国广电注册资金达到45亿元，但这和三大运营商比起来，仍有不小的差距。据最新的数据显示，今年一季度，中国移动盈利239亿元，最不济的中国联通也盈利4.8亿元，三家运营商平均日赚3.2亿元。

除此之外，中国广电已经错过了进入电信领域的最好时间点，另外在资金、人才和技术等各方面都存在短板，短期内弥补不易。
