李培英案专案组组长季新华：他给我的第一印象，个子不高，面部没有表情，举手投足，眼神交流给人的感觉是他很内敛，而且说话也很小心，同时也透露着一定的沉稳。
在侦查开始阶段，李培英面对检察官的讯问，一直沉默不语，企图负隅顽抗。审计机关在对首都机场的审计当中发现，首都机场有6个亿的巨额资金，被转到外面去炒股理财，而这6个亿已经亏损了3亿8千万，只剩下了两个多亿。
负责为首都机场理财炒股的，是一家投资公司的投资经理李松鹤。几年时间，他为首都机场炒股理财，使其6个亿的资金，亏损了将近4个亿。虽然赔掉这么多钱，但是按合同约定，理财风险应由首都机场承担，李松鹤无需负责。但在这个时候，他神秘地失踪了。检察官认为，这个人肯定掌握着非常重要的秘密，必须尽快找到他的下落。于是，检察官一方面全力查找李松鹤的去向，同时对他操作的首都机场所有的资金理财情况展开细致侦查。一项极其艰苦繁琐的工作就此开始了。

中国某信托投资公司原投资经理李松鹤：他（李培英）给我打电话，说首都机场要用钱，说这个从理财账户里出一下，挪走了三笔总共是8250万。
李培英是河北广平人，1950年出生，他出身贫寒，祖祖辈辈都是贫苦的农民。说起自己的家世，李培英表现出难以抑制的激动。虽然家庭贫寒，但他从小就聪明勤奋，18岁参军入伍，后来到民航航校学习，1972年6月到首都机场工作，后来一步步走上领导岗位。李培英当上首都机场集团公司的“一把手”后，首都机场先后兼并了国内很多机场，资产迅速扩张。应该说，李培英很努力，有一定的工作能力，还曾经为家乡捐款修路打井。然而，大权在握的李培英私欲渐渐膨胀。在给一些不法商人和自己的亲属提供扶持和帮助的同时，也为自己谋取了巨大的利益。而直接导致李培英堕入腐败深渊，并且最终走上不归路的，居然是一个非常简单而老套的原因，那就是——赌博。
李培英：第一次进赌场是1989年吧，在美国拉斯维加斯的赌场。
光怪陆离的赌场，一掷千金的豪气，瞬间输赢的刺激，深深地吸引了因为丧失信仰而精神空虚的李培英。就是那一次，他迷上了赌博。之后长达二十多年的时间里，赌博成为他无法戒掉的毒瘾，最终，他越陷越深，难以自拔。
李培英案专案组组长季新华：李培英从首都机场，飞到深圳，然后在深圳去香港，在香港，换乘赌场的专用直升飞机，落到那个赌场楼的平台上，前后用去的时间也就三个多小时，他这一晚上可以输400万，输完了之后，第二天可以没事人一样，坐早班飞机，在九点钟之前，又出现在首都机场。夹着大提包，步履平稳地去办公。

而细心的检察官发现，有一个人，在李培英每次到澳门赌博时，几乎始终不离左右。这个人就是个体商人乔力。
乔力：因为我是个私营企业，我可以提供他更多的其他方便。比如就是陪他去赌博。
检察机关依法传讯了乔力，并根据乔力的交代，掌握了李培英到澳门赌博的大量细节。在大量事实面前，李培英终于低下了头，他交代了自己的犯罪事实。李培英说，自己私自转走3500万公款，不为别的，就为了偿还欠下的赌债。
李培英：人家真正让我还赌债的时候，我这个时候开始害怕了。人家一旦没钱的时候，你不能再给他帮助的时候，人家就可能要把你往外抖搂了。
乔力：不投其所好行吗？是不是？这个很自然、很规律。我要达到我的目的我肯定要投其所好。
在李培英的口供里，他曾认为乔力重义气、可信任。那么，对于乔力的心机，李培英真的不知道吗？我们已无从知晓。但从他当时的表现看，他是心甘情愿地往陷阱里跳，而且跳得彻底和决绝，再也没能爬上来。
1998年5月1 日，李培英出现在澳门的葡京赌场。这一次，李培英走向了乔力设套的第一步。他先是和北京某公司总经理胡某某一起去澳门赌博，由胡负责提供赌资。胡给其提供了100万元筹码，突然借故离开。李培英将这些筹码全部赌输，又拿了250万筹码并全部输掉。就在他准备离开时，因为没钱付赌资，被赌场马仔扣下。赌场的钱可不是好欠的。危难之际，李培英想起了乔力，请他出手帮忙。乔力听后，立刻答应，为李培英支付了这250万元的赌债。
山东省人民检察院公诉一处副处长 检察官 郭琳：乔力去给他垫付了资金解了围，所以从那之后，李培英对乔力比较信任。
从那时起，用李培英的话说：“我感觉到乔力与赌场的人很熟悉，能为我到澳门赌博提供方便，所以以后主要找乔力陪我。”作为交换，一个月后，李培英同意了乔力的请求，以首都机场的名义为乔力个人的公司提供了2000万元的贷款担保。
乔力也够“义气”，一共给李培英支付了2700多万元赌债。

李培英想方设法，从首都机场的资产中划走了3500万元，还给了乔力。至此为止，李培英已经一步步走向罪恶的深渊。
李培英：赌债我知道是不能欠的。那个时候没准对生命有威胁，对自己的位置那更有威胁。先把这一关先过了再说吧。
首都机场集团财务原负责人还供述说，他还提醒过李培英。
我说你把这8250万国有理财资金，从理财单位，你给挪出去，这本身已经违法了。你还回来以后，不管哪儿来检查，查出来你算挪用公款，你要不还回来，这可就算贪污，当时我提醒过他。他就没什么事。就说甭管了。
李培英的这种反应也在同事的意料之中，因为霸道专断的李培英向来都是听不得别人意见。
济南市历下区人民检察院公诉科科长检察官 贺冰洁：大家对他的评价呢，应该说是，比较一致，就是独吧。
根据检察机关侦查，李培英受贿金额达2661万余元。加上他贪污的8250万元，其犯罪所得超过了一个亿。“国门巨贪”多行不义，终究无法逃脱法律的严惩。
李培英：在神圣的法庭面前，我不想为自己犯下的罪行开脱任何罪责。我首先是认罪伏法，我也心甘情愿地接受法律的制裁。
山东省人民检察院将李培英案侦查终结后，指定济南市人民检察院对此案审查起诉。2008年12月25日，济南市人民检察院对李培英提起公诉；2009年2月10日，济南市中级人民法院对此案作出一审判决：以贪污和受贿罪判处李培英死刑。判决后李培英不服，提起上诉；2009年7月6日，山东省高级人民法院做出二审裁定，驳回上诉，维持原判。2009年8月7日，经最高人民法院核准，李培英在山东省济南市被执行死刑。乔力等人也受到了法律的惩罚。
