人体捐献器官转运建绿色通道 以避免器官浪费
据新华社电 日前，国家卫生计生委、公安部、交通运输部、中国民用航空局、中国铁路总公司、中国红十字会总会联合印发《关于建立人体捐献器官转运绿色通道的通知》，规范人体捐献器官转运流程，减少因运输原因造成的器官浪费。
受限于我国社会经济发展水平，同时为降低患者器官移植总花费，目前我国大多采用由医务人员携带，通过民航班机、高速铁路及公路运输的形式转运捐献器官，转运过程中面临较多不确定因素，转运时间较长，容易对器官质量造成不利影响，因转运问题导致的器官浪费也时有发生。
《通知》要求，建立人体捐献器官转运绿色通道。公安部门负责依法保障运送人体捐献器官的救护车优先通行。交通运输部门负责保障便捷、快速通过收费公路收费站。民航部门负责保障运送人体捐献器官的人员优先安检、快速登机，协调承运人体捐献器官的航班班次，遇拥堵或流量控制时优先放行。铁路部门负责保障火车站安检快速过检、乘车，协调列车车次，必要时登车后补票。
《通知》将器官转运分为一般流程及应急流程，转运过程中，实现人体捐献器官转运的快速通关与优先承运。当运送人体捐献器官的救护车遇有交通堵塞等情形，可依法使用警报器、标志灯具，在确保安全的前提下，不受行驶路线、行驶方向、行驶速度和信号灯的限制，其他车辆和行人应当让行。收费公路收费站拥堵，可通过器官转运绿色通道24小时应急电话联系交通运输部门协调，保障优先通过。
在紧急流程下，如遇到航班延误，除天气因素等不可抗力外，由航空公司协调承运人体捐献器官的航班优先起飞。遇航班满员，在捐献器官保存期限内无其他适宜航班，经协调，人体器官获取组织工作人员仍无法乘机的，经航空公司同意，可委托机组人员携带转运器官，必要时可通过航空货运运输，航空公司不承担人体捐献器官保管责任。
据了解，我国年捐献器官数量已位居亚洲第1位、世界第3位。截至2016年5月5日，全国累计实现公民逝世后器官捐献7101例，捐献大器官19417个。其中，2015年完成捐献2766例，捐献大器官7785个，超过2013年与2014年捐献数量总和。
