　　近日，由最高检挂牌督办、济南市检察院立案、章丘市检察院提起公诉的章丘“5.20”特大责任事故案，经章丘市法院依法审理，以玩忽职守罪，分别判处被告人济南市经济和信息化委员会原党委委员、副主任李迺峰（副局级）有期徒刑三年缓刑四年，材料产业处原处长张铁强（正处级）有期徒刑三年零六个月、原副处长孙成义（副处级）有期徒刑三年、章丘市经济和信息化局安全科原科长张宝民有期徒刑三年缓刑三年。

　　法院经审理认为，济南市经信委、章丘市经信局系市、县级民爆行业安全生产的主管部门，被告人李迺峰、张铁强、孙成义、张宝民在分别担任济南市经济和信息化委员会副主任、材料产业处处长、副处长，以及章丘市经济和信息化局安全科科长期间，分管或负责民爆行业的安全生产工作，对保利民爆济南公司负有安全监管责任；四被告人身为国家工作人员，严重不负责任，不认真履行职责，情节特别严重，已构成玩忽职守罪。

　　2013年5月20日，位于山东省章丘市的保利民爆济南科技有限公司乳化震源药柱生产车间发生爆炸事故，造成33人死亡、19人受伤，直接经济损失5400余万元。
