5月4日，资阳万达广场投资有限公司发布《关于近期万达土地污染传言的公告》，引用环保部门相关说法称：“万达项目已用地块未涉及资阳机车厂曾用于含多氯联苯电容器收集封存以及2014年按疑似含多氯联苯废弃电容器处置的所涉地块。”
万达的公告，很快引起了网友质疑。5日，资阳市环保局对外称，将对此次事件所涉土地委托权威机构重新开展环境监测。

工厂存放含多氯联苯电容器致土壤污染

官方回应
历史资料显示万达已用地块并未涉及污染地块

据 介绍，1991年，工厂开始逐步更换并停止使用含多氯联苯电容器，至2004年2月该厂工频炉所用含多氯联苯电容器全部更换完毕。由于当时多氯联苯处置技 术尚不成熟，四川省内尚无得到原国家环保总局批复具有含多氯联苯电容器处置资质的单位，该厂请示省环保局同意将换下的电容器集中收集封存，并设立了安全警 示标志。
2009年，经逐级申报，四川省环保局委托天津合佳威立雅环境服务有限公 司安全转运处置含多氯联苯电容器。当时共清理转运的含多氯联苯废电容器214只，加上35只因铭牌模糊而按含多氯联苯电容器处理的废电容器，共计249 只。转运电容器的同时，对周围沾染物土壤、杂物也进行了彻底清运，共重8.41吨。
针对郭汝中提出的2014年发现的电容器残骸多氯联苯超标，资阳市环保局相关负责人则表示，郭所提的检测数据由哪个机构检测，是否按规范程序出炉不得而知，他们不做任何评判。

环保部门组织对土壤重新监测
万达的公告并未完全消除业主和市民的质疑：如今万达广场及周边是否有“毒”？此前的监测报告是否真实？
5日晚，资阳市环保局发布消息称，将重新对原资阳机车厂使用、储存含多氯联苯电容器所涉土地进行环境监测。
6日上午，四川省环境监测总站3名专家抵达资阳，召开了万达广场土地环境监测方案讨论会。资阳市环保局、住建局、规划局、国土资源局，以及万达公司、中国中车资阳机车有限公司（原资阳机车厂）、万达业主代表、市民代表及多家媒体参加。
讨论会从上午持续至下午2点，所有参会人员全程参与，参会人员午餐也选择在会议室进行。
“这次要保证全过程公开透明，全过程都展示出来。”资阳市环保局相关负责人说，之后监测方案也将公布，整个采样过程均邀请市民和媒体参与监督，监测结果将对外公开。
讨论会上，万达业主代表、市民代表郭汝中分别对重新监测方案提出自己的意见。“我们本着科学的态度，用科学的方法监测。”资阳市环保局相关负责人说，业主代表和市民要求监测取样的点位，监测方案中也会充分考虑和体现。
下午3时许，讨论会结束后，四川省环境监测总站会同资阳市规划局，在业主代表和市民代表的见证下，对原多氯联苯储存点、郭汝中认为的疑似多氯联苯发现点进行了实地踏勘。现场通过GPS定位，以及老工人郭汝中指证，确定此两处地点。

资阳市环保局通报历史处置情况：
一、资阳机车厂含多氯联苯电容器使用情况
资 阳机车厂（原铁道部资阳机车厂）在建厂初期至1974年购置安装使用了配置有当时广泛使用的含多氯联苯电容器的工频炉用于生产。随着科技进步，国家第一机 械工业部于1974年停止了含多氯联苯电容器的生产、销售，并要求在用含多氯联苯电容器随设备更新逐步淘汰，淘汰后的废电容器按危险废物依法交由有资质的 单位进行处置。1991年国家环保局、能源部颁布了《防止含多氯联苯电力装置及其废物污染环境的规定》，资阳机车厂按照规定开始逐步更换并停止使用含多氯 联苯电容器，至2004年2月该厂工频炉所用含多氯联苯电容器全部更换完毕。由于当时多氯联苯处置技术尚不成熟，四川省内尚无得到原国家环保总局批复具有 含多氯联苯电容器处置资质的单位，该厂请示省环保局同意将换下的电容器集中收集封存，并设立了安全警示标志。
二、资阳机车厂含多氯联苯电容器处置情况
2009年9月，经逐级申报，四川省环保局协商天津市环保局同意后，委托天津合佳威立雅环境服务有限公司安全转运处置含多氯联苯电容器。
2009 年11月，天津合佳威立雅环境服务有限公司严格按照国家危险废物转移处置相关规定对含多氯联苯电容器及可能受沾染的土壤进行了清理、取样，按照相关技术规 范送天津处理，此次共清理转运的含多氯联苯废电容器214只以及因铭牌模糊按含多氯联苯电容器处理的废电容器35只，共计249只及沾染物土壤、杂物共重 8.41吨；同时天津合佳威立雅环境服务有限公司委托国土资源部天津矿产资源监督检测中心对存放点周边土壤采集监测样品11个。
2009年11月28日，含多氯联苯废电容器及沾染物土壤、杂物安全运抵天津合佳威立雅环境服务有限公司按规定进行了安全处置。
2009年12月5日，国土资源部天津矿产资源监督检测中心检测报告表明：含多氯联苯存放点表层土壤和深层土壤未超过国家规定含多氯联苯污染控制标准（GB13015-91）。
2009年12月14日，天津合佳威立雅环境服务有限公司向国家环保部报告了处置结果。
2014 年3月市民向环保部门报告资阳机车厂厂房废墟中发现被故意拆毁的电容器残留物，环保部门迅速责成资阳机车厂按疑似含多氯联苯电容器予以封存，并清理周边土 壤待鉴别后一并按相关规定处置。资阳机车厂于2014年4月16日正式确认上述物品为高压补偿电容器极板和绝缘纸，主电解质为铵盐类化合物，对环境无影 响。该厂本着对环境安全负责的态度，暂存在专门房间内进行封存，并对现场的油泥进行了清理，由具备资质的四川欣欣环保有限公司进行了规范处置，同时向市环 保部门报备。
