六部门：转运人体捐献器官航班可以优先起飞
新京报讯 器官运输是一场生命与时间的赛跑，然而近年来因转运问题导致的器官浪费时有发生。昨日，国家卫计委等六部门联合发布《关于建立人体捐献器官转运绿色通道的通知》，要求建立人体捐献器官转运绿色通道，并明确在航班延误时，除天气因素等不可抗力外，由航空公司协调承运人体捐献器官的航班优先起飞。
现状
因转运问题导致器官浪费时有发生
目前，我国已初步建立了符合国情的，由中国红十字会作为第三方参与的人体器官捐献体系，并初见成效，年捐献器官数量已位居亚洲第1位、世界第3位。
数据显示，截至2016年5月5日，全国累计实现公民逝世后器官捐献7101例，捐献大器官19417个。其中，2015年完成捐献2766例，捐献大器官7785个，超过2013年与2014年捐献数量总和。
全国人大代表、无锡市人民医院副院长陈静瑜曾向媒体披露，2014年，全国共有1699名心脑死亡病人选择了器官捐献，成功应用了4548个器官。理论上，一个供者应有8个器官可以利用，而我国仅用了2.5个器官，这其中的重要原因，就是器官无法快速转运。
据了解，受制于现在的医学技术，可移植器官均有可以耐受的最大缺血时间，例如肝脏耐受冷缺血时间上限为12小时，超过此时间，受者原发性移植肝无功能、移植肝功能延迟恢复、胆道缺血性损伤等并发症发生率显著增高，受者术后生存率明显降低。
此外，肾脏耐受冷缺血时间上限约为24小时，心脏耐受冷缺血时间上限约为6-8小时，肺脏耐受冷缺血时间上限约为8-12小时。即使在可耐受的时间内，缺血时间越长，器官的质量及器官接受者的预后越差。
但受限于我国国土面积广大及社会经济发展水平，同时为降低患者器官移植总花费，我国大多采用由医务人员携带，通过民航、高铁及公路的方式，转运捐献器官，因此转运过程中面临较多不确定因素。转运时间较长，对器官质量就易造成不利影响，因转运问题导致的器官浪费时有发生。
措施
承运人体捐献器官航班优先起飞
去年10月4日凌晨，陈静瑜的团队在广西接收爱心捐赠肺源后，准备从广州飞回无锡，但因高速路堵车，赶到机场时距起飞还有15分钟。尽管提前跟南航客服人员沟通过，但现场值班人员仍拒绝让团队登机。而这只是近年来国内器官转运时，遭遇的众多波折之一。
为避免类似事件重演，昨日，通知明确，国家卫生计生委、公安部、交通运输部、中国民用航空局、中国铁路总公司、中国红十字会总会将联合建立人体捐献器官转运绿色通道，以解决制约人体捐献器官转运中的突出瓶颈问题为导向，重点保障实现快速通关和优先承运。
比如，人体器官获取组织（简称OPO）通过公路转运人体捐献器官时，应当优先使用救护车运输，经过收费公路收费站时可优先通过。到达机场、车站后，OPO工作人员优先办理乘机、乘车手续，并优先通过安全检查，实现快速登机或乘车。
同时，通过民航飞机运输时，如出现飞机晚点或流量控制等情况，民航部门可协调承运人体捐献器官的航班优先起飞；乘机误点时，优先安排改签临近航班。通过铁路运输时，如出现误点情况，铁路部门可优先安排临近车次，必要时可登车后补票。通过公路运输时，如遇有交通堵塞等情形，可依法使用警报器、标志灯具，在确保安全的前提下，不受行驶路线、行驶方向、行驶速度和信号灯的限制，其他车辆和行人应当让行。

中国人体器官捐献与移植委员会主任委员、原卫生部副部长黄洁夫：这是很有意义的，六个部门联合下文意味着国家关注器官捐献和移植的事业。转运是器官捐献和移植改革中的重要部分，而建立绿色通道，意味着政府部门知道器官移植对民生的意义，把群众的生命放在第一位。
新京报：此前器官转运中有哪些问题？
黄洁夫：我国转运的器官中约20%是浪费的。我们国家的面积太大，因此器官分布在多个地方。但是一些器官移植手术只有个别医院可以做，比如心肺移植手术，只有5-6家医院能做。以前由于器官不能在短时间内运输到医院，很多医院只能干着急。
此外，不同移植器官的耐受冷缺血时间是不同的。器官通过手术从捐献者身上取出来是需要时间的。如果交通耽搁，器官冷缺血的时间过长，那么器官就没用了。
新京报：建立绿色通道会带来哪些改变？
黄洁夫：绿色通道将提高器官的使用率，尤其会救助很多接受心肺移植的病人，因为心肺耐受冷缺血时间都比较短。
但是目前这还仅仅是一个文件，真正落实还有很多的路要走。这涉及到整个体系的建设、部门的衔接。

预计不能及时到达机场 应主动通过航空公司客服电话说明情况。起飞前到达的，由航空公司协调开通人体捐献器官绿色通道，快速办理登机手续、优先通过安检登机。起飞后到达的，由航空公司负责协调安排改签临近航班。
航班延误 除天气因素等不可抗力外，由航空公司协调承运人体捐献器官的航班优先起飞。
航班满员 在捐献器官保存期限内无其他适宜航班，经协调OPO人员仍无法乘机的，经航空公司同意，可委托机组人员携带转运器官，必要时可通过航空货运运输。
铁路运输
将火车车次等信息向有关单位通报。
预计不能及时到达火车站 铁路部门协助OPO改签临近车次。如列车座位不足，可在铁路部门联系人协助下先登车后补票，确保OPO最快出发。
公路运输
优先使用救护车运输，经过收费公路收费站时可优先通过。
交通堵塞等 可依法使用警报器、标志灯具优先通行，仍无法通过的，可拨打110、122等报警电话求助。

昨日，南航有关部门负责人向新京报记者介绍，作为红十字会成员航空公司，去年11月，南航就制定并下发了《活体器官运输保障信息传递流程及相关部门职责》，规范了活体器官运输信息传递通道，强调了各保障单位在整个运输服务链中的作用和职责。
此外，南航各地分公司也与当地医院建立了运输“活体器官”合作机制，形成了“电话申请－机场保障－信息回传”的闭环链条，曾多次成功保障活体器官运输。
记者了解到，南航对旅客携带活体器官乘机没有申请时限的要求，旅客可提前致电95539申请，也可于出发当日向始发站值机部门提出申请。
根据国家有关方面的规定，南航活体器官运输保障要求旅客出示活体器官运输证明材料，包括医院身份证明、介绍信、捐献器官无传染性证明。
在接到器官运输申请后，南航会与旅客详细沟通，并将信息第一时间在相关部门传递。“现场保障部门第一时间启动重点保障机制，与空管部门协调争取优先放行，与机场安检等部门沟通安排快速安检通道，安排专人全程引导旅客快速登机。”南航地面服务保障部广州枢纽控制中心经理姚洁介绍。
据不完全统计，截至5月1日，今年南航已保障“活体器官”及“造血干细胞”运输60次。2015年第四季度，南航就保障移植器官运输34班次，目的地涉及北京、武汉、杭州、福州、汕头等数个城市。
国航
接相关需求后会协调空管优先放飞
国航有关部门负责人昨日也回应称，国航在此通知下发前，已经着手制定相关保障流程类文件和细则。目前，国航对于人体器官运输有着相对固定的操作模式。
据介绍，国航各部门在接到相关需求后，会统一上报给公司产品服务部，由产品服务部统一协调公司各项资源全力保障。
其中，运行控制部门会对相关航班进行重点保障，协调空管优先放行起飞；地面服务部门会为相关旅客开辟绿色通道，安排专门的值机柜台办理乘机和行李托运，并协调安检开辟专用通道，还会为旅客安排前排座位便于其上下飞机；目的地航站会协调将飞机停靠廊桥，如果旅客有托运行李会提前协助旅客取出行李，减少旅客自行提取行李这一环节以节省时间。
